Summary This is a National Guard Title 5 Excepted position for a T5 SUPERVISORY IT SPECIALIST (CUSTOMER SUPPORT), Position Description Number PDT5702300 , and is part of the SC DOIM, South Carolina Army National Guard. Responsibilities This position is located in a National Guard JFHQ-State organization under the office of the Chief Information Officer(CIO/G6/J6). This is a National Guard Dual Status Technician position requiring military membership. Serves as project leader/supervisor responsible for developing, assigning, and coordinating duties and projects for systems administrators. Serves as the senior systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to support customer needs. The systems administered involve multiple hardware platforms running multiple operating systems in both physical and virtual configurations. The incumbent is accountable for the planning and coordinating the installation, testing, system security configuration and monitoring, operation, troubleshooting and maintenance of all server hardware and software. Work pertains to the administration of all systems including ensuring the efficient integration between systems as well as compatibility within the network infrastructure. The supervised team members are specifically assigned to multiple system platforms located throughout the state. Requirements Conditions of Employment Qualifications THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees (Tenure 1 and 2 / internal to the Agency) Area 2: All other applicants (external to the Agency) *Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. GENERAL EXPERIENCE REQUIREMENTS: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE REQUIREMENTS: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must obtain and maintain a SECRET clearance level. 2. Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Manager Level 3. 3. Position is designated as OM-ADM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework. All certifications are required within 6 months of employment. Education Substitution of Education for Specialized Experience - For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
