Description Under administrative direction, the Recreation Manager directs, manages, supervises, and coordinates the activities and operations of the Recreation Division (Lincoln Recreation Center, Southwood Community Center, Aquatics, Senior Services and Recreation Programming) within the City's Parks and Recreation Department and provides highly responsible and complex administrative support to the Director and/or Assistant Director of Parks and Recreation. Responsibilities include overall administration and implementation of assigned Division including development of Division objectives and design and implementation of supporting units, programs, processes, policies, and/or procedures to successfully achieve those objectives.
Principal Duties Assume management responsibility for assigned staff, services, and activities. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures. Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service, and staffing levels. Oversee and participate in the development and administration of assigned Divisions annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments. Manage cost center performance and maintain cost recover models for various program areas; analyze financial data including revenue and expense targets for each cost center; identify opportunities to improve efficiency while maintaining service quality. Serve as the liaison for assigned Parks and Recreation Division with other divisions, departments, and outside agencies; attend and participate in organizational and community meetings, committees, and boards as necessary. Provide responsible staff assistance to the Director and/or Assistant Director of Parks and Recreation; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to recreation programs, policies, and procedures as appropriate. Gather and interpret statistical and fiscal data; prepare and submit a variety of reports and memoranda on several recreation related subjects. Respond to and resolve difficult and sensitive citizen inquiries and complaints; respond to inquiries or requests for service from interested community groups and citizens; interprets City policy for community groups, commissions, advisory boards, and citizens; negotiate and resolve sensitive and controversial issues. Perform other related duties as assigned.
Qualifications Required: Bachelor's Degree in Parks and Recreation or a field related to area of assignment and five (5) years experience related to area of assignment, including supervisory experience: or an equivalent combination of education and experience.
Preferred:
Masters Degree in Parks and Recreation or related field Certified Parks and Recreation Professional (CPRP) Seven (7) years supervisory experience
