Metro is seeking a Senior Manager of Procurement to assist with the management of the Procurement department by planning, directing, and coordinating daily activities to ensure the timely and efficient acquisition of services and materials to meet the needs of Metro. The Senior Manager of Procurement serves as one of the lead resources for the Procurement department during solicitation, procurement, and administration of contracts for goods and services; oversees compliance with Metro policies and procedures, state and federal laws and regulations; works closely with internal departments as well as suppliers and vendors to purchase needed products and improve procurement processes.

JOB DUTIES

  • Oversee daily operations of the Procurement department and the entire supply chain process to ensure acquired goods and services are of the specified quality, at reasonable prices, and delivered on-time by utilizing appropriate procurement methods.
  • Manage and oversee completion of tasks performed by Procurement staff.
  • Implement cost effective and improved purchasing systems, controls, and programs.
  • Investigate, develop, and implement cost effective improvements and provide cost benefit analysis.
  • Continually seek out potential vendors and develop sourcing/procurement activities that support key business objectives.
  • Maintain thorough knowledge of all policies and procedures to ensure adherence to the terms of purchasing and inventory management.
  • Make necessary changes in staffing based on departmental needs, promotions, other anticipated events, and statistical data; maintain adequate work coverage in the department.
  • Oversee the continued development of all Procurement employees through coaching techniques and training to keep them abreast of new technologies and methodologies; oversee and direct the development of employees' skills and understanding of procedures and policies; develop, implement, monitor, and oversee adherence to performance standards.
  • Manage Procurement employees, including monitoring performance and attendance, and executing employee recognition, commendation, and discipline.
  • Model, facilitate and encourage exemplary internal and external customer service, open communication, collaboration, participation, and professional development among staff.

Education

  • Bachelor's Degree from an accredited college or university preferred, or three or more years of relevant experience in lieu of a degree.

Experience

  • Three to five years of procurement management experience for public agencies of similar size and complexity, preferably involving Federal and State funding.
