Ocean Point Terminals Facilities Engineer in Christiansted, Virgin Islands

Facilities Engineer SUMMARY OF POSITION This position is responsible for, but not limited to, providing technical and engineering support to ensure the reliability, efficiency, and continuous improvement of operational performance as it pertains to fixed and rotating equipment. The position holder must be able to manage the Terminal inspection program and act as Reliability Engineer for all forms of equipment. This position serves as lead technical expert for resolution of equipment reliability matters. It also serves as the technical liaison between other departments and to outside sources. REPRESENTATIVE RESPONSIBILITIES - Develop and manage the OPT Mechanical Integrity Program for fixed and rotating equipment including piping, pressure vessels and storage tanks. Assure compliance with industry standards and government regulations. - Lead reliability improvement activities for all plant equipment; including troubleshooting, reviewing and optimizing equipment. - Network and provide technical support to Operations, Procurement, Maintenance, HSE and Projects personnel. - Review engineering request/design packages for any machinery modifications or upgrade. Review requests for deviation from engineering standards. - Lead MOC (Management of Change) activities regarding technical engineering. Develop documentation, execution and training of stakeholders as they relate to affiliated changes. - Investigate and provide solutions for complex systems/equipment problems where analysis of situations or data requires an evaluation of intangible variables. - Review and approve drawings, equipment repairs and maintenance procedures. - Review and approve updates to standards and procedures. - Manage project budgets for assigned projects. - Technical lead for coordination of OPEX projects resources and planning. - Provide general engineering support for organization. - Performs other related duties as required. REQUIREMENTS Education - Bachelors degree in Mechanical Engineering or a similar technical degree. Experience - At least 10 years of progressively responsible engineering experience in refining, process operations, terminal operations or related field required. - Maintenance/project experience preferred. - Mechanical Integrity Engineering experience preferred. - Experience with IDMS Software preferred. Knowledge/Skills/Abilities - Advanced knowledge of Mechanical Engineering discipline; serves as an internal consultant in area of expertise. - API Certifications 653 (Tank Inspection and Repair), 570 (Inspection and Piping Repair Code), 510 (Pressure Vessel Inspection and Repair Code) or the ability to obtain certifications. - Ability to apply knowledge, past practice and experience to complex problems. - Knowledge of PSM, Mechanical Integrity, MOC Procedures, Maintenance Planning systems, and Industry design standards and practices (API, ASME, PIP). {=html} - Ability to prepare engineering specifications, statements of work, and estimates for a wide range of facility related projects. - Strong ability to communicate clearly and concisely, both orally and in writing with internal and external customers, vendors and contractors, and ability to effectively communicate and present complex technical issues across multiple units. - Demonstrated ability to exercise sound judgment and discretion in making recommendations and decisions. - Results driven with strong planning and organization skills. - Ability to adapt to continua ly changing environment. - Must have proficient analytical problem determination and resolution skills. - Ability to influence, mentor, establish and maintain effective working relationships with employees at all levels of the organization. - Highly motivated self-starter who is able to work with little to no supervision. - Knowledge of budgeting and financial/business acumen concepts - Intermediate or greater knowledge of MS Office Suite.
