Summary About the Position: Position is for an Emergency Management Specialist with the US Army Corps of Engineers, Chicago District. This position is not to exceed one year but could be extended or made permanent without further competition. Responsibilities Assist in the development of an annual budget for the Natural Disaster Program (NDP) of which the Emergency Operations Center is part, submit and defend its needs, and executes the Program toward accomplishment of Program goals. Develop operational plans and procedures for District activities supporting Emergency Operations. Evaluates the NDP and takes the necessary corrective action to ensure the District (a three-state region) maintains a "Ready" posture. Acts as liaison for and with the District elements: coordinating, planning, and training as relate to emergency operations. Review and approve responder travel orders, vouchers and any disaster related billings, ensuring propriety and correctness for funds. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-12: One year of specialized experience which includes serving on a response team preparing for activation to provide assistance during hazardous events or national disasters; provide technical analysis of systems such as transportation, water, navigation, utility, structural, and other infrastructure; monitor approved budget for required updates; utilize software packages such as electronic mail, calendars, word processing, presentation documents, spreadsheets, and financial systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies and Principles of Budget Emergency Response Leadership Oral Communication Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Position may be filled as a Temporary Promotion Not To Exceed (NTE) 1 year by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition. When this temporary promotion is terminated, the employee will be returned to the position from which they were temporarily promoted; or, with their consent, to a different position of equivalent grade and pay. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
