V.I. Housing Finance Authority Environmental/NEPA Specialist in Charlotte Amalie, Virgin Islands

DESCRIPTION The Environmental/National Environmental Policy Act (NEPA) Specialist will be responsible for coordinating and managing the environmental review process for CDBG-DR, CDBG-MIT, and eGrid funded projects. The primary function of this position involves conducting environmental reviews, preparing NEPA documentation, and ensuring compliance with regulatory requirements. The position will collaborate with project teams, regulatory agencies, and stakeholders to facilitate the timely completion of environmental reviews and approvals through the direction of the Senior Environmental Manager. ESSENTIAL FUNCTIONS: - Lead and coordinate the preparation of NEPA documentation, including Environmental Assessments (EA), Categorical Exclusions (CATEX), and Environmental Impact Statements (EIS), in accordance with NEPA regulations and agency guidelines. - Conduct desktop reviews and analyses of environmental data, studies, and reports to evaluate potential project impacts on natural resources, cultural resources, and socioeconomic factors. - Consult with regulatory agencies (local and federal) to address regulatory requirements and obtain necessary approvals. - Identify potential environmental impacts and mitigation measures associated with proposed projects. - Collaborate with project teams to develop and implement strategies to minimize adverse impacts and enhance project sustainability. - Conduct reviews and assessments of NEPA documentation prepared by consultants or project teams to ensure accuracy, completeness, and compliance with NEPA regulations and agency standards. - Provide training and educational sessions to project teams and stakeholders on environmental best practices, regulations, and compliance requirements. - Attend and participate in a variety of meetings related to project-specific environmental compliance, both internal and external. EDUCATION, EXPERIENCE, AND SKILLS REQUIRED: - Education:Bachelors Degree from an accredited college or university in Environmental Science, Transportation Planning, Environmental Planning, Geology, or related fields. - Experience:A minimum of two (2) years of relevant professional experience working on projects that involve environmental compliance or permitting. Experience overseeing and managing an interdisciplinary approach. Equivalent combination of education and experience may be substituted. - Knowledge, Skills and Abilities: Must have technical writing and research skills; Experience managing projects and people; Experience coordinating multi-disciplinary project teams and managing complex environmental reviews; Knowledge of environmental regulations; Strong analytical skills and attention to detail; Excellent communication and interpersonal skills, Ability to work independently and as part of a team; Computer literate to include Microsoft Word, Excel, Outlook, and Adobe Acrobat; Experience in generating GIS maps; Ability and willingness to learn; Valid drivers license. SALARY: $60,000 - $72,000per annum depending upon qualifications. CDBG-DR and CDBG-MIT grant funded position.
