V.I. Housing Finance Authority Engineer in Charlotte Amalie, Virgin Islands

DESCRIPTION This position is part of the Division of Planning and Construction and reports to the Director of Planning and Construction. The position oversees the design and construction of new construction, rehabilitation and renovation projects and works closely with architects and other engineers to interpret building design plans and ensure that the project meets safety and building requirements. Position is responsible for ensuring that the process adheres to proper construction standards and specifications. The position manages multiple aspects of a construction project, including its budget and risk management processes. A thorough knowledge of local construction and building codes and practices is required. ESSENTIAL DUTIES AND RESPONSIBILITIES: - Developing construction project budgets, ordering materials, and collecting and organizing resources, including tools, machines and physical materials. - Works with construction/project managers, other engineers and construction crews to organize and complete projects. - Using computer software to plan and design projects and conduct risk analyses. - Overseeing building progress and enforcing safety regulations at construction sites and submitting building permits to the proper authorities - Assessing the viability and potential risks associated with a construction project considering factors like site conditions, environmental impact, and financial feasibility - Assisting on projects which maintain and repair infrastructure systems, such as roads, water supply systems and buildings. - Assisting in the negotiations and administration of contracts with subcontractors, suppliers and vendors and ensuring compliance with project requirements and regulations - Troubleshooting and resolving technical problems that arise during the construction process. - Working with architects, other engineers and other personnel to ensure that the finished construction project aligns with the intended design and specifications and provides regular updates to clients and Project Managers. - Reviewing project plans and proposals and working with Project Manager to develop project objectives. - Overseeing, coordinating, and performing technical aspects of the project, communicating and coordinating with project architects and engineers concerning design development for projects. - Reviewing plans and other technical documents. - Creating, managing and tracking requests for information from the field to the architect/ engineer of record. - Reviewing, submitting and tracking submittals from the contractors to A/E for approval. - Assisting the project manager in getting building permits for the project. - Creating site stormwater pollution prevention plan (SWPPP) for larger projects and applying for local SWPPP permits. - Assisting the project team with site safety documentation and coordination - Assisting the project team with close out of the project. QUALIFICATIONS: - Education:A minimum of a bachelor's degree in construction engineering or civil engineering. - Experience in Related Field:A minimum of five years relevant experience in the construction industry. Engineering knowledge and expertise to manage the entire construction process and design single-family and multi-residential units, complex buildings and other structures. Equivalent combination of education and experience - Knowledge, Skills and Abilities: Ability to use computer-aided design and drafting software (CAD) to create a variety of blueprints and construction plans. Ability to use computing knowledge to track project progress, create schedules and monitor resources and personnel. Ability to create project objectives, manage the various steps in the construction process, collect resources and monitor team progress toward key goals. Ability to use problem-solving to complete a project with ease, manage the various constraints that m ght create delays, and ability to meet deadlines. Ability to read and comprehend plans and specifications, communicate plans effectively with a11 team members, including writing clear instructions for projects, draft email correspondence and deliver presentations to project managers, construction employees and vendors. Demonstrates the ability to multi-task, work collaboratively in a team oriented environment and problem solve, good organizational, administrative, and time management skills. Team player with excellent oral and written communication skills. Ability to be flexible and work under pressure, self-motivated and able to remain productive with little supervision oversight. Ability to maintain confidentiality in all assignments. Thorough knowledge of local construction and building codes and practices. SALARY:$85,000 - $95,000per annum depending upon qualifications.VIHFA Funded position.
