Position Summary:

Reports to the Director, Human Resources, as assigned. Provides human resources support and technical assistance to designated facilities within a centralized organizational model. Aids in ensuring overall compliance with management and government goals and objectives. This is an in-office role at our Headquarters in Centerville, UT.

Essential Functions:

  • Provide day-to-day human resources support for assigned facilities.

  • Collaborate and communicate with facility director, regional vice president, and shared services and employee experience team members on a continual basis.

  • As permitted by budget, travel to designated facilities quarterly at a minimum and as directed by Director, Human Resources.

  • Provide policy interpretation and guidance for site managers and supervisors.

  • Assist with employee problem solving. Prepare written responses when necessary and as approved by the Director, Human Resources.

  • Ensure thorough documentation and timely reporting to Labor and Employment Counsel.

  • Conduct employee investigations as directed by Director, Human Resources and provide recommendations for resolution, along with thorough documentation.

  • Assist facility supervision with preparation and delivery of employee discipline.

  • Assist facility directors and RVPs in developing and obtaining approval for new and changing incentive compensation plans including sign-on, retention and performance based bonuses, shift differential, special skills or assignment incentives and vacancy coverage incentives.

  • Oversee the administration of such programs and ensure timely payment to qualified individuals.

  • Maintain awareness and understanding of new and revised laws and regulations pertaining to human resources; conduct research as necessary.

  • Review and submit customer required reports prepared in conjunction with Human Resources Generalists and Specialists and in compliance with customer expectations.

  • Review and approve employee performance goals and results. Consult with facility and regional leadership as necessary.

  • Participate in annual increase process for designated facilities. Support facility leadership as well as corporate finance and leadership teams.

  • Participate in and provide required information for various customer and agency audits as well as American Corrections Association (ACA), National Commission on Correctional Health Care (NCCHC) and other accreditation reviews.

  • Complete HR steps within Staffing Revision Request process. Includes finalizing organization charts and position descriptions and initiating updates to Oracle Human Capital Management (HCM) position management and vacancy reports.

  • Ensure proper application of applicable federal, state, and local laws and regulations. Conduct records and activities audits regarding compliance with the Fair Labor Standards Act (FLSA), Service Contract Act (SCA), Office of Federal Contract Compliance (OFCCP) requirements, and other applicable regulations.

  • Participate in new contract start-ups/transitions and end of contract activities.

  • Review and make recommendations regarding questionable and adverse background check and drug test results. Facilitate reasonable suspicion drug testing.

  • Conduct annual compensation analyses and make recommendations for corrective action, as appropriate.

  • Manage requests for approval and notifications of staff changes as required by customers.

  • Ensure the designation of Equal Opportunity Officer, train new EO Officers as needed, make sure documentation and reporting of staff and student complaints occurs in accordance with Policy and Requirements Handbook (PRH) in Job Corps.

  • Audit for staff training compliance in accordance with company, customer and other federal, state and local requirements.

  • Provide required human resources training for annual in-service, ongoing and as needed and requested by RVP.

  • Prepare annual Affirmative Action Plans. Provide training to site supervision and hiring managers on EEO requirements and ensure availability of Plan for employees and applicants.

  • Contribute to contract proposals as requested by Director, Human Resources.

  • Assist with adherence to collective bargaining agreements.

  • Support benefits and leave administration processes as necessary, by working with employee benefits team to deliver needed programs and resources to employees.

  • Assist facility leadership and make recommendations regarding accommodations for religious and disability reasons. Engage with employees on interactive processes.

  • Provide innovations and suggestions for the continued transformation of human resources business processes.

  • Maintain accountability of property; adhere to safety practices.

  • It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.

Education and Experience Requirements:

  • Bachelor's degree in human resources, business administration, or related field. Directly-related experience may be considered in lieu of education.

  • Three (3) years directly related experience, two of which should be supervisory.

  • Experience with talent acquisition, compensation, employee and labor relations, affirmative action, employee benefits, staff training and development, is preferred.

  • Must be proficient with Microsoft Office 365.

  • Must have excellent verbal and written communication skills.

  • Must be willing and able to travel.

  • Unless waived by management, must obtain a valid driver's license with an acceptable driving record.
