Project Control Specialist - Lead Cost Estimator

The Los Angeles Refinery (LAR) is seeking a Project Controls Specialist-Lead Cost Estimator to support the delivery of capital and expense projects.

The Lead Cost Estimator will provide comprehensive cost estimating support for LAR engineering projects. The Lead Cost Estimator will work closely with Project Management, Engineering, Global Procurement, and Construction personnel to ensure projects are developed and executed so that performance is continuously improved. The hours of the position are: 9/80, 5/40 or 4/1 schedule. This position would be expected to work overtime as needed during budget season - March - July.

Key Responsibilities:

  • Perform estimate assurance for engineering contractor developed FEL-1, FEL-2 and FEL-3 estimates for midcap, large and major projects; identify gaps and risk areas in cost estimates.

  • Provide rough order of magnitude estimates to evaluate various conceptual alternates and support economic evaluations for small, midcap and large projects.

  • Provide estimating consultancy to project teams and guide them to obtain high quality estimates from their contractors.

  • Perform job walks as necessary to support estimate development and provides estimating support to the annual budget cycle.

  • Able to generate conceptual MTOs based on PFDs, P&IDs and plot plans.

  • Coordinate and perform the development of FEL-3 estimates for small projects as needed.

  • Ensure engineering contractors remain up to date on MPC rates and practices.

  • Collaborate with site construction group for all phases of engineering projects.

  • Participate in development of project estimate plans, constructability and material take-off reviews for all projects.

  • Develop and document processes and procedures to establish consistency and accuracy in project estimating and ensures alignment with corporate policies, procedures and tools.

  • Support benchmarking studies to compare estimates to internal and external metrics, including the interpretation of results.

  • Enhance historical cost databases by assisting with the implementation, collection, data storage, and publishing of project metrics.

    Education, Experience and Skills:

    Minimum Qualifications

  • Must have a High School Diploma or GED. (Education must be obtained/completed prior to start date)

  • ​​Must have a minimum of 7 years of experience in a m ulti-discipline estimator, field construction experience with knowledge of Unit Pricing, Field Labor Tracking/Productivity, Scheduling, and Change Management. ( Candidate will have knowledge and understanding of project stage gate and development processes, stage gate deliverables and will have previous multi-discipline estimating experience, field construction experience and a track record of performance delivery.)

  • Must be proficient in MS office: Excel, Word and Outlook.

  • Must be self-motivated and able to work in a fast-paced environment.

  • Must have strong verbal and written communication skills and embrace a team environment.

  • Must have excellent attention to detail, communication skills and organizational skills.

  • Must be legally authorized to work in the US without the need for future VISA sponsorship.

  • Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.

  • Travel Requirement is 5% or less.

Preferred Qualifications

  • A Bachelor’s degree in Engineering or relevant technical discipline is preferred.

  • Project estimating experience in a Refinery/Industrial Plant setting is preferred.

  • Advanced skills and knowledge with AspenTech Capital Cost Estimator, AspenTech In-Plant/Capital Cost Estimator is preferred.

  • A valid driver’s license is preferred. (MPC determines valid status.)
