Salado Isolation Mining Contractors, managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as aEmployee Concerns Managerto join our team located in Carlsbad, NM.

This position provides technical direction and administration of the Employee Concerns Program (ECP). The ECP Manager will be responsible for evaluating concerns raised through the SIMCO Employee Concerns Program by SIMCO employees and subcontractors executing work under the SIMCO contract. The ECP Manager will provide the company and subcontractor personnel with an independent and objective avenue for investigation of reported concerns related to areas including but not limited to: Nuclear/Radiological Safety, other Safety, Health, Quality, Security, Waste Fraud & Abuse, Environmental, Harassment, Retaliation, Intimidation, Discrimination, "Chilling Effect", and Safety Conscious Work Environment. The ECP Manager will be expected to be in the field and to interface with NWP and subcontractor employees on a regular basis to proactively seek input about their concerns and overall morale.

The ECP Manager must be detail oriented in order to maintain detailed records, both hard copy and data base, prepare, compose reports and assist in developing corrective actions based upon observations of fact finding.

The ECP Manager will be required to develop investigative questioning techniques including interviewing and investigation strategies unique to each circumstance in order to ensure accurate conclusive results are reached from the integration of the raw information/material gathered and the information obtained from the individual interviews. Other related duties will include the preparation of management reports and performance indicators or narratives and the ability to analyze trends and corrective actions in support of the resolution of substantiated concerns. The ECP Manager will be required to prepare and conduct presentations and training, as needed and/or requested by SIMCO management.

Responsibilities include but are not limited to:

  • Serving as Company Level subject matter expert for Employee Concerns.

  • Ensuring programs are in place to promptly respond to and address employee concerns.

  • Coordinating, conducting investigations and ensuring that cognizant project and line management, legal counsel, human resources, security, other subject matter experts, and external resources are involved as appropriate.

  • Interfacing with DOE-HQ, and DOE-CBFO on ECP issues.

  • Conducting effective employee and management training regarding ECP services, processes, and procedures.

  • Ensure that all concerns are treated confidentially and that every reasonable effort is taken to protect the identity of the Concerned Individual, if requested, and any confidential information.

  • Review each concern for applicability under the Issues Management Program.

  • Either directly lead the investigation of concerns, or, if appropriate, transfer the investigation of the concern (retaining responsibility for coordination and overall management) to Department Management, Security, Human Resources, ESQRB, etc.

  • Provide appropriate and timely feedback about ongoing investigation activities to Concerned Individuals.

The ECP Manager-s responsibilities will consist of compiling and relating data from various sources, identifying concerns, securing relevant information and identifying the interrelationships of subject matter with individual respondents, incidents and/or circumstances. The ECP Manager will critically evaluate situations and determine logical results based on gleaning factual information from intervening circumstances. The ECP Manager will gather information and extract information for decision making through application of unique fact finding techniques and evaluating methods combined with attentive and effective listening habits.

The ECP Manager-s responsibilities will also require a general knowledge of employee protection laws, and must include extensive knowledge of Employee protection requirements identified in various DOE orders and other statutes and regulations:

The ECP Manager-s responsibilities will require direct interface with all levels of SIMCO Management, Department of Energy, Department of Labor, and may include other federal agencies including congressional inquiries or hearings, or testifying as necessary in legal proceedings both administrative and in the court system as necessary.

Exempt Salary Grade (32-36)

Minimum Requirements:These requirements must be met to be considered for this posting. Uploaded resumes and applications are the means of determination.

  • Bachelor-s degree with ten (10) years experience performing Human Resources related, or other workplace investigations such as program audits, QA audits and analysis, workplace safety audits, causal analysis investigations, or other experience performing investigations and/or audits for compliance with Company procedures and processes, Federal or State orders and/or statutes and regulations, or

  • Associates Degree with fourteen (14) years experience performing Human Resources related, or other workplace investigations such as program audits, QA audits and analysis, workplace safety audits, causal analysis investigations, or other experience performing investigations and/or audits for compliance with Company procedures and processes, Federal or State orders and/or statutes and regulations is required.

Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.

Higher education attainment than listed acceptable per internal level identifiers of accompanying years of experience.

Preferred Requirements:

  • Previous DOE experience is desired.

  • Previous Experience with an Employee Concerns Program is preferred.

  • Previous DOE complex experience performing or managing an employee concerns program, or experience in an audit, human resources, QA, Safety, or other field requiring performance of detailed investigations and analysis for compliance with important business and State / Federal regulations and requirements would be a plus.

Minimum salary $92,486 per year of a larger salary range --the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate-s relevant experience and education.
