U.S. Air Force - Agency Wide FINANCIAL MANAGEMENT SPECIALIST in Cannon AFB, New Mexico

Summary The primary purpose of this position is to serve as the Financial Services Division (FMF). Chief, Accounting Liaison Office (ALO). Responsible for oversight control and certification of funds in support of organizations, GSUs, other activities. Serves as liaison between Cannon AFB and the Defense Finance and Accounting Service. Responsibilities Serves as functional expert In a variety of areas to personnel within the Financial Management Directorate and to working groups outside the Directorate. Verifies proprietary use of funds and monitors status of financial activity to preclude or detect violations of government statutes or other funding limitations. Maintains an extensive knowledge of current accounting systems. Automated Business Services System (ABSS), General Accounting and Finance System (GAPS), Integrated Accounts Payable System (IAPS), Integrated Accounts Travel. System (IA.TS), and Standard Procurement System (SPS). Performs full range of supervisory and managerial responsibilities. Structures assignments and assigns workloads to subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and understanding of integrated double entry accounts and USAF and Federal financial processes. Requires knowledge of differing appropriations and account relationship with other accounts within the system. Knowledge of 27th Fighter Wing organizational structures, missions, responsibilities, type of program elements and appropriations and relationship to AF Comptroller and MAJCOM. Generally accepted accounting standards/procedures to evaluate the level of compliance in processes and systems. Skill in applying conceptual understanding of those standards that will enable the development of appropriate methods, approaches, or procedures to ensure compliance with the standards. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of financial accounting and procurement systems and interfaces; AND knowledge of the Prompt Payment Act, discount terms, and contract laws; AND Knowledge of accounting quality review procedures and transaction audit procedures. Advanced knowledge of automated systems; retrieval programs and scheduling. Knowledge of extensive body of standard accounting principles and policies; AND Knowledge of general ledger account codes and terminology and the structure of contract identification codes; AND Knowledge and understanding of the statutory requirements of pecuniary liability associated with fund control responsibility. Knowledge of accounting systems sufficient to follow multi-year appropriations in separate accounting systems from initiation through expenditures stages; AND Knowledge of Civilian and Military personnel management principles and policies; AND Knowledge of relationships between accounts and the effect of debit and credit entries on the system accounts; AND Knowledge of Disbursing regulations and procedures. Skill in writing policies and procedures; AND Skill in performing systems analysis on computer systems. Ability to identify and analyze trends; AND Ability to conduct research, analyze, and communicate managerial advice and assistance to managers; AND Ability to communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
