BAE Systems Space & Mission Systems (SMS) is seeking a Vice President of Contracts to lead the function across a $2 B business portfolio. This executive will be responsible for leading all domestic and international contracts, business agreements and Government Property activities including process, procedure, and adherence to company policy. The ideal candidate must have strong business acumen, in depth contractual and diverse business knowledge related to both domestic and international contracting and the ability to lead and develop a high performing team of 60 Contract professionals. Reports directly to SMS sector president.
The selected candidate will provide contractual and business advice, strategy perspectives, and contractual information and guidance to senior management. This individual will be responsible for the development and recruitment of employees, while ensuring that contract professionals act as trusted business partners and provide comprehensive, value-added support to business leaders in a manner that contributes to the overall success of the sector and company.
What You ll Do:
Serve as a key member of the SMS Executive Leadership Team (ELT); ability to demonstrate a First Team mindset prioritizing support of fellow leaders and building trusting relationships with the ELT is the top leadership priority.
Provide leadership and develop the talent in the organization to ensure that the team provides the necessary skills, resources, and contractual and business solutions to help the business areas deliver on current contracts.
Manage and lead the team with a focus on business performance excellence to ensure sustainable achievement of strategic objectives, financial objectives, and other strategic initiatives of the Sector.
Implement solutions to further Business Development and capture organizations in support of new business capture and partnership goals.
Effectively manage the Request for Bid Approval (RBA) process and ensure adherence/support of the SMS/Inc Delegation of Authority, along with other policies and procedures.
Direct and participate in the development of bid strategies, and coordinate efforts to produce winning proposals consistent with approved strategies and applicable Government regulations.
Support the Program Management community by offering solutions and guidance in support of exceptional performance & growth on customer contracts.
Provide risk management by identifying and mitigating issues before they become unwieldy, through strong negotiation skills, by understanding and interpreting requirements and through a robust change management process.
Maintain productive relationships and partnering with sector-wide staff at all levels and across all functions to ensure contract compliance and the attainment of business goals.
Establish and maintain senior acquisition executive level relationships with the sector s primary customers.
Interface with DCMA and DCAA to maintain compliant business systems to retain government approval.
Interface with auditors to coordinate, support and direct successful compliance audits as well as other audits as required.
Effectively and efficiently clear contract closeout backlog.
Develop and execute metrics to effectively measure organizational results.
Initiate and support training across the enterprise to ensure the Contracts staff and program management staff are informed and current with the latest regulation changes.
Support implementation and evolution of tools related to the Contracts CRM system.
Develop and maintain effective relationships with senior external customers (both direct with USG and other non-USG Primes).
Develop and maintain effective relationships with internal SMS personnel across the various functions to ensure meeting SMS s objectives/goals.
Closely work directly with INC Corporate Risk Management throughout the lifecycle of a contract to ensure adequate insurance coverage on an individual program s basis and at the SMS portfolio level.
Maintain a regular and predictable work schedule.
Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
Perform other duties as necessary.
On-Site Work Environment: This position requires regular in-person engagement by working four days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.
Working Conditions:
- Work is performed in an office environment, laboratory, cleanroom, or production floor.
Short-Term Incentive: Subject to business performance and recommendations of management, this role may be eligible to participate in an incentive compensation plan.
Long-Term Incentive: Subject to business and individual performance, and recommendations of management, this role may be eligible to participate in a long-term incentive compensation plan.
Required Education, Experience, & Skills
Bachelor s Degree and a minimum of 15 years of contracts management experience with increasing supervisory and leadership responsibilities.
Each higher-level degree, i.e., Master s Degree or Ph.D., may substitute for two years of experience.Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
Professional contract management certification (e.g., CPCM).
Extensive knowledge and experience related to US Government and international procurements.
Ability to build high performing teams.
Excellent interpersonal skills including the ability to actively listen, read audiences, and quickly identify key issues and areas of need.
A personal style which encompasses a consultative approach to customer relationship management.
Knowledge and experience in the development and negotiation of business agreements, including the ability to effectively negotiate with teammates in a respectful and meaningful way, while maintaining good relationships with BAE Systems teammates.
Must have solid familiarity and experience with government contracting by negotiation, (e.g., terms and conditions), FAR/DFAR, Uniformed Commercial Code (UCC), SOW, cost/price, as well as experience interfacing with DCMA and DCAA.
Ability to provide expert advice and counsel to executives and their program leadership on contractual and business matters, including contract types, regulatory compliance requirements, organization conflict of interest, and risk mitigation and monitor operational performance in line with corporate objectives.
Experience in the government contractor support services procurement and proposal process.
Must possess well developed professional communication skills, and be capable of preparing complex contractual documents, (e.g., Contracts, Business Agreements, NDA s/PIA s, senior level briefings, position papers, Bid Approval briefings and proposal documents).
Must understand the business and financial impacts of contracts related to cash flow, terms and conditions and profitability, providing strategies to maximize positive outcomes for the company.
Have a solid financial acumen and demonstrated experience in maximizing profitability through contract negotiations
Ability to develop positive relationships with counterparts in the industry through professional associations (i.e., Aerospace Industry Association (AIA), National Contract Management Association (NCMA) etc.).
Experience working/implementing on a Contract Management System.
Proficiency with a knowledge of tools and processes for: Word, Deltek, CostPoint, CRM, Excel.
A security clearance or access with Polygraph is not required to be eligible for this position. However, the applicant must be willing and eligible for submission, depending on program requirements, after an offer is accepted and must be able to maintain the applicable clearance/access.
