Compensation

Salary Range: $84,233 – $119,240 (Grade F – 479 hay points)

Summary

The Manager, Contracts Administration & Warranty is responsible for contract administration including tracking of contracts and warranty claims, extensive interaction with all levels of depot and vendor/contractor personnel, and classifying contracts under the heads of operations, facilities, or FTA funded expenses.

Responsibilities

  • Analyzes and prepares timely reports on the status of contracts in various stages of development, award, production, and delivery.

  • Reviews various contracts to determine vendor performance, payments, liquidated damages, warranty claim approvals and contract interpretation.

  • Run queries of work order claims data to identify/report trends and all other documentation related to the administration of the warranty recovery function for all buses for the warranty period (or the specific contracted based terms).

  • Process and submit warranty claims to the vendors for reimbursement of repair costs; maintain, track, and reconcile warranty claims; update vendor payment for warranty claims.

  • Perform internal audits to verify that correct information is recorded in various system databases.

  • Create Warranty Terms and Conditions for New Bus purchases

  • Participate with development of new bus solicitations in defining the warranty terms and conditions applicable to each procurement.

  • Review new bus proposals and comment for recommendations.

  • Visit depots to ensure warranty parts handling, and processes are being applied.

  • Participate in daily out-of-service calls and conduct analysis on data presented.

    Education and Experience

    1. A baccalaureate degree from an accredited college in business administration, public

    administration, or management and five (5) years of full-time related professional experience,

    and at least two (2) years of which must have been in a managerial/supervisory

    /administrative capacity or

    1. A satisfactory equivalent of the combined education and experience requirements.

    Desired Skills

    • Knowledge of bus design, shop/depot maintenance procedures, and all types of

    vehicles presently in use by the Department of Buses / MTA Bus.

    • Knowledge of contract preparation, solicitation and administration, procurement

    practices, particularly with negotiated contracts procured through the RFP method, new

    technology, consultant services and negotiated procurements.

    • Knowledge of federal, state and local codes and regulations related to contracting,

    types and forms of contracts, user business processes and public sector procurement

    regulations.

    • Excellent oral and written communication skills.

    • Strong leadership, problem solving and analytical skills.

    • Experience in Microsoft Office, including Excel, Word and Access.

    • Knowledge of Spear System.
