Job Summary

The University of Colorado Boulder encourages applications for an Assistant Vice Chancellor, Employee Relations, Compliance and Performance Management. This position provides leadership and oversight of Boulder campus human resources programs in employee relations, including accountability for services provided and the development of strategies and processes which contribute to the campus' mission. The core work and responsibility of this position is to design, implement, manage, and communicate the campus' employee relations strategies, including all related functional program areas, such as leadership in managing complex employee relations issues and advising senior leadership on standard processes for employee engagement, conflict resolution, performance management, progressive discipline, and compliance with university and campus policies and legal requirements. The Assistant Vice Chancellor (AVC) for Employee Relations, Compliance and Performance Management closely collaborates with the Boulder campus Vice Chancellor of Human Resources (VCHR) and other campus HR leaders to ensure a positive and productive work environment, fostering a culture of respect, fairness, and collaboration across all employee groups.This position is responsible for leadership and oversight of multiple units with subordinate manager(s). This position serves as a key strategic advisor to the VCHR, campus executive leadership, and CU system-wide leaders.

What Your Key Responsibilities Will Be

Exercise leadership:

  • Contribute personal effort and inspire others to contribute to the achievement of campus-wide strategies and initiatives.

  • Create a culture and climate conducive to high-impact teamwork, and which values innovation and continuous improvement.

  • Improve year-over-year performance by growing and developing managers and individual contributors assigned within areas of responsibility and by using performance data to drive employee effectiveness and efficiency.

  • Ensure high levels of collaboration with campus and university leaders and functions.

  • Drive strategic partnerships with unit HR partners.

  • Act as primary HR partner for campus employee governance councils.

  • Serve as strategic partner to campus leadership, particularly regarding employee relations.

Direct Office of Employee Relations:

  • Provide vision, leadership, and coordination of the Employee Relations (ER) program in support of HR's expansion of services to include regular and research faculty and centralization of services such as leave programs, performance management, supervisory training, and HR policy.

  • Identify/establish ER standard processes in coordination with the Office of University Counsel and VCHR.

  • Manage complex and high-profile ER cases and serve as an advisor to university operations and academic leaders in partnership with the Office of Faculty Affairs, inclusive of directors, chairs, deans, and vice chancellors regarding performance issues and issues impacting the morale and function of their colleges departments.

  • Provide guidance to all CU Boulder supervisors and staff regarding all ER policies and procedures, including leave, performance management, and progressive discipline.

  • Maintain compliance with FMLA, unemployment compensation and other federal, state, and Regent laws and policies.

Direct Performance Management Program:

  • Lead the design, development, and ongoing management and communication strategy of the campus' performance management framework, ensuring alignment with institutional goals and standard processes.

  • Provide guidance and training to unit HR, leaders and supervisors on how to effectively evaluate performance, set expectations, provide feedback, and manage performance improvement processes.

  • Supervise the annual performance review process, including goal setting, performance evaluations, calibration exercises, and employee feedback cycles.

  • Review and assess the consistency and equity of the performance evaluation process across the campus.

  • Collect, analyze, and report on performance management metrics and trends to provide actionable insights to leadership.

Direct HR Compliance and Policy Program:

  • Provide direct supervision of the HR Compliance and Policy Program Manager.

  • Manage the day-to-day activities of the team, including prioritizing work assignments; providing coaching, mentoring and effective employee development; and serving as an advisor for critical issues, contacts, and requests.

  • Ensure policies of the campus, CU System, Regent, State and Federal polices are updated and implemented and education is provided to campus partners.

  • Drive collaboration with functional area partners, Office of Compliance and CU Legal Office.

  • Supervise internal and external audits for related HR policies and law.

Supervise others:

  • Provide direct supervision of the Employee Relations team.

  • Manage the day-to-day activities of the team, including prioritizing work assignments; providing coaching, mentoring and effective employee development; and serving as an advisor for critical issues, contacts, and requests.

Serve as a member of the HR Leadership Team:

  • Participate in overall planning and stewardship of HR.

  • Represent HR to the broader campus through presentations and cross-campus working groups.

  • Collaborate and initiate change in peripheral areas to HR like Research Administration, Faculty Affairs, Academic Affairs, etc.

  • Serve on various campus-wide committees and initiatives as a leader, strategic resource and subject matter expert.

What You Should Know

  • This position is hybrid. The in-person schedule will vary each week according to business needs.

What We Can Offer

  • Annual salary range: $152,000 to $190,000.

What We Require

  • Bachelor's degree from an accredited college or university and 8+ years of professional human resources experience OR Master's/JD degree from an accredited college or university and 6+ years of professional human resources experience OR equivalent combination of education and experience.

  • 5+ years of managerial responsibility.

What You Will Need

  • Demonstrated leadership skills to guide and influence teams, including coaching and mentoring employees and leading complex negotiations.

  • Capability to establish trust and build relationships and handle sensitive information with discretion and navigate situations with tact and diplomacy.

  • Proven ability to address complex employee issues and find resolution to disputes.

  • Ability to analyze data, identify trends and make informed recommendations and decisions in a timely manner.
