The Massachusetts Department of Public Health (DPH) is seekinga Data & Evaluation Managerfor the Office of Problem Gambling Services (OPGS). This specialized role involves spearheading the establishment of a robust surveillance and evaluation system to counteract the adverse effects of gambling on residents of the Commonwealth. As a key member of the senior team, you will contribute to strategic planning and ensure alignment with DPH and OPGS priorities. Collaboration with bureau leadership and stakeholders will be paramount, as you identify trends, shape innovative programs addressing the root causes of problem gambling, and emphasize equity, intersectionality and diverse risk levels. This role will oversee the evaluation of problem gambling programs, support the development of community-based initiatives, and provide guidance to the data team for compliant and impactful reporting. Emphasizing collaboration and communication, you will work with other DPH offices to strengthen monitoring and surveillance programs, centralizing data related to problem gambling. You will also contribute to policy and procedure development, participate in collaborative efforts, and provide high-level planning support to internal and external stakeholders. If you are ready to be a transformative leader in converting public health data into actionable strategies, we invite you to join us in the endeavor to create healthier and more equitable communities. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Oversee the comprehensive evaluation of problem gambling programs and services throughout the Commonwealth, incorporating data-informed strategies for prevention, treatment efforts, and the DPH’s public health response to gambling. * Inform the expansion, enhancement, and creation of innovative programs and services aimed at mitigating harms associated with problem gambling, emphasizing root cause analysis, equity considerations, intersectionality, and addressing varying levels of risk. * Collaborate with OPGS leadership and other DPH stakeholders, utilizing relevant data analysis to ensure that program services align with the mission and goals of the Office, promoting health equity, and addressing social determinants of health. * Support the development and design of community-based programs, responsive services, and initiatives, with a focus on meeting the needs of communities experiencing the greatest disparities. * Provide leadership and guidance to the data team, ensuring outcomes and compliance with reporting requirements and deliverables. Directly supervise Program Coordinator staff. * Strengthen monitoring and surveillance programs, utilizing evaluations to determine outcomes and identify areas for improvement. * Engage with senior leaders and regional program teams to develop short- and long-term strategies for the data team, offering policy, program, and service recommendations based on data analysis results. * Oversee the systematic collection of health-related information on populations, monitoring trends, identifying risk and protective factors, and informing policies, practices, and investments to improve health outcomes. * Manage ongoing data collection, analysis, and surveillance reporting related to the Youth Health Survey (YHS), the Behavioral Risk Factor Surveillance System (BRFSS), and other relevant data reporting initiatives. * Facilitate cross-bureau partnerships for the collection and management of gambling-related data, connecting different sources of information throughout the DPH. * Prepare and disseminate external-facing data for community utilization, including the creation of a biennial report on problem gambling in the Commonwealth. * Collaborate internally and externally to inform resource allocation, utilizing quality improvement models to overcome barriers, improve outcomes, and increase the impact of programs. _Preferred Qualifications_ * Understanding of, and commitment to, health and racial equity, diversity, and addressing social determinants of health. * Knowledge of the impact of problem gambling at the community level across various populations that would inform our programs and service for mitigation, from an equity perspective. * Familiarity with Microsoft Office tools (such as Word, Excel, PowerPoint, Outlook, and Teams. * Technical data analysis skills including use of SAS and in applying analysis and research to policy and program development in public health. * Ability to prepare and analyze charts, graphs, and tables to clearly present information to diverse audiences. * Knowledge of the principles and practices of project management including prioritization, planning, organizing, decision making, forecasting, organizational development, etc. * Excellent communication, presentation, and organizational skills. * Proven problem-solving skills including innovation, flexibility, and creativity. * Demonstrated ability to manage staff and provide leadership. * Capacity to function with a high level of independence, manage multiple complex projects and respond to multiple demands. * Ability to handle confidential information with an understanding of diversity and the importance of fostering an open and respectful work environment. * Skill to adjust to varying or changing situations to meet emergency or changing program requirements. // // About the Department of Public Health: The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
