Nature of Work

Bring your project management and strategic planning skills and health and human services experience to work addressing essential needs in our community. At the City of Bellingham, the new Strategic Initiatives Manager will provide leadership and coordinate human services and related programs across the City and with key partner agencies. Our ideal candidate has skills and broad experience in project management, local government policy, health and human services, is an excellent communicator and collaborator, and has demonstrated success in working with complex, sensitive services with high community involvement.

The Strategic Initiatives Manager – Health & Human Services is responsible for providing leadership in consolidating and coordinating health human services and related programs across the City to make best use of resources in addressing community needs and supporting the goals outlined in the Justice Project Implementation Plan. Manages and coordinates City actions in response to the Justice Project Implementation Plan (https://www.whatcomcounty.us/3351/Justice-Project-Public-Health-Safety-Jus) and other essential health and human services needs, with a focus on the opioid crisis, alternative response systems, behavioral health initiatives and emergency shelter. Collaborates City-wide and with other agencies and services providers. Participates in ensuring the City’s commitment to Accessibility, Diversity, Equity and Inclusion (ADEI) is incorporated in program planning and delivery and actively contributes to an inclusive City government.

SALARY AND BENEFITS INFORMATION:

The current full salary range for this position is $8,194/month - $9,960/month.

Research has demonstrated that salary negotiation can further inequality due to bias across gender and race. To prevent negotiation bias, the City places new employees within the published salary range based on qualifications and professional experience as listed on the application material, in accordance with City policy. This is in line with the City's commitment to accessibility, diversity, equity, and inclusion. Candidates who exceed the minimum experience requirements shall be given credit for advanced step placement at the rate of one additional pay step for each two full years of directly related or equivalent professional experience beyond the minimum requirements. Candidates who meet minimum qualifications or have experience that is not directly related or in a lower-level position will be placed at step one in the salary range. For positions that require a bachelor’s degree, one additional step may be granted for applicants with a master’s degree in a related field when the master’s degree is not required to meet minimum qualifications. The City's HR Department regularly evaluates minimum qualifications to provide equitable employment opportunities.

For internal candidates, placement within the range is based on City Pay Placement Procedures. Employees receive step increases annually in accordance with the E-Team Handbook (https://cob.org/about/employment/labor-agreements-pay-schedule) and City policy.

City of Bellingham employees receive medical, dental, and vision insurance as well as life insurance and long-term disability. Additional benefits include flexible spending accounts, a medical insurance opt-out program, and access to our employee assistance program. All eligible City employees are enrolled in a Washington State Department of Retirement Systems (https://www.drs.wa.gov/) pension plan. Additionally, employees may elect to enroll in supplemental retirement plans; 457 deferred compensation savings plan, and 401(a) retirement savings plan.

Employees will receive 12 paid holidays in addition to one paid floating holiday each year. Upon hire, employees are provided a sick leave bank of 40 hours in addition to accruing 8 hours of sick leave per month in accordance with the handbook and Washington State Law. At the time of hire, employees will accrue 13.33 hours of vacation per month. Vacation accruals increase based on years of service. Leave accruals are based on 1.0 FTE, accruals are pro-rated if part-time and require employee to be in paid status at least 120 hours/month.

ESSENTIAL FUNCTIONS OF THE JOB:

  • Consolidates and manages existing City human services and related programs with a focus on goals identified in the Justice Project Implementation Plan, opioid crisis response, alternative response systems, behavioral health initiatives and emergency shelter.

  • Coordinates with intergovernmental and interagency partners to streamline efforts and maximize City resources in addressing health and human service needs. Serves as a liaison for Whatcom County Health and Community Services officials, and other community partners to assist in planning, developing, implementing, monitoring and evaluating health and human service programs.

  • Provides leadership and strategic direction in implementing and supporting programs identified in the Justice Project Implementation Plan, ensuring alignment with City and community priorities and objectives.

  • Develops and implements policies, procedures and protocols to ensure efficient and effective management of initiatives with external agencies, tribal partners and organizations involved in delivering health and human services, fostering collaboration and partnership to enhance service delivery.

  • Collaborates with City departments and stakeholders to address emerging needs and priorities in the health and human services sector.

  • Prepares and manages allocated budgets, grants and funding allocations to support health and human services initiatives.

  • Prepares and manages consultant contracts, intergovernmental agreements and other types of contracts. Develops scopes of work, leads procurement and selection processes and manages contracts. Mediates, facilitates and negotiates contractual issues as necessary.

  • Writes grant proposals, manages grant implementation, grant reporting and administration in support of health and human services programs.

  • Represents the City in meetings, forums and collaborations related to health and human services, advocating for community needs and interests.

ADDITIONAL WORK PERFORMED:

  • Supports special projects and initiatives as assigned, contributing expertise and resources to advance health and human services goals.

  • May serve as a spokesperson for City health and human services initiatives, providing information and updates to the media and public as assigned.

  • May be assigned to perform other related duties of a similar nature or level.

WORKING ENVIRONMENT:

Work is primarily performed in an office environment with the majority of time spent at a computer workstation. Requires attendance at daytime, evening and weekend meetings and events at various locations in the city. May require occasional overnight travel to professional training or meetings outside the local area.

Physical ability to perform essential functions of the job including:

  • Frequently operate a computer and other standard office equipment;

  • Frequently communicate accurate information and ideas with others;

  • Move between work sites;

  • Ability to occasionally lift light weight (up to 25 lbs.).

Experience and Training

  • Bachelor’s degree in a related field required; Master’s degree preferred.

  • Four years of experience managing health and human services programs and projects, including experience in areas such as opioid crisis response, behavioral health, emergency shelter management or similar.

  • Demonstrated experience in building partnerships and coalitions to address community needs.

  • A combination of education and experience sufficient to provide the applicant with the knowledge, skills and abilities to successfully perform the essential functions of the position will be considered.
