Mississippi Employer Parks and Rec Maintenance Office Manager in Belden, Mississippi

SUMMARY: Coordinates, manages and administers all operations of the Administrative Office of the Department of Parks and Recreation.  Performs a variety of administrative and technical tasks, often of a confidential nature.  Receives and screens visitors and telephone calls; performs general office work, compiles, enters and manipulates data to generate reports and other statistical work products; maintains calendar of events; prepares correspondence from draft to signature; performs purchasing and budgeting functions; authorizes expenditures and payment of accounts; receivables, receipts, reconciles, and deposits funds; reconciles requests and invoices; maintains  personnel, insurance, payroll, workers compensation and fixed asset programs.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. 

  • Assists Director with yearly budget preparation and prepares all purchase requests for department. Maintains daily operation of MUNIS -- Municipal Information System. 
  • Works with the director in day-to-day operations; supervises all aspects of registration for the department's programs. 
  • Works directly with recreation and sports directors to ensure department guidelines are followed. 
  • Collects all fees for registration and activities and makes deposits; directs all daily accounting of revenues and deposits. 
  • Computers timecards and employee work records for 38 full time and over 30+ seasonal employees; maintains all records for regular time, overtime, sick leave, holidays, and vacation. 
  • Manages, handles, and accounts for year-round facility rentals of available department properties (pools, buildings, and outdoor parks).  Coordinates with maintenance staff and cleaning crews the schedule of events and cleaning schedules. 
  • Greets customers, informs them of the recreational opportunities and provides all necessary information as required. 
  • Maintains office file plan. 
  • Assists in the preparation of the Department's yearly budget.  
  • Performs other duties as assigned. 

     

SUPERVISORY DUTIES:

Supervises/Manages six full-time professional employees including three sports directors, one recreation director, one program director and one administrative assistant and 30 plus seasonal employees.

Education and/or Experience: Two years of study at an accredited two-year or four your college or university, and three years experience performing work related to the described duties preferred.  Graduation from a standard four-year high school and your years' experience in work related to the described duties will be accepted.  Related education and experience may be substituted on an equal basis.

*Computer Skills: *Must thoroughly understand and be able to use advanced computer program skills to include the Microsoft Office Suite, word processing, spreadsheet, presentation, budget and desktop publishing programs.

 

Language Skills:  Ability to understand, give and follow oral and written instructions; read, analyze, and interpret correspondence, reports and other general and specialized data; respond to citizen queries by telephone, in writing or electronically; research and prepare reports and correspondence; communicate effectively with peers, supervisors, and citizens; take and transcribe minutes, must be able to completely prepare correspondence using appropriate business writing style; possess and extensive knowledge of English language rules, spelling, punctuation, and style.

Mathematical Skills:  Ability to add, subtract, multiply and divide.  Ability to format algebraic formulas and percentages.  Understand and apply common units of measurement; apply accounting principles and practices.

 

Reasoning Ability:  Apply principles of logical thinking to define and solve problems; exercise judgment and discretion with regard to city and department policies and procedures; work with limited supervision; ability to carry out detailed instructions and deal with problems in a standardized, unexpected, and unsupervised situations; logically schedule work for office staff; apply innovative ideas to problem solving.  Ability to maintain confidentiality of information accumulated in the course of employment.  Must maintain professional appearance.

 

Office Skills:  Ability to operate modern office equipment including calculator, fax, copier, computer, typewriter, and video projector.

The employee regularly works inside a typical office. The employee may perform some duties outdoors while conducting official business and commuting between offices. The indoor noise level is low to moderate. This is a high stress position with constant interruptions and inquiries. Employees will be required to attend some evening and weekend meetings.
