Description

We are seeking an experienced and highly skilled Program Manager to join a Front Office Group within a Department of Defense setting. The ideal candidate will have extensive experience managing complex Air Force programs, a deep understanding of the DoD 5000 series regulations, and a proven track record in delivering large-scale projects within the DoD environment. The Program Manager will be responsible for overseeing a range of projects, ensuring effective coordination across multiple stakeholders, and ensuring the successful execution of program objectives in alignment with strategic goals.

Key Responsibilities :

  • Program Management : Lead and manage Air Force program efforts, ensuring they meet cost, schedule, and performance objectives in compliance with DoD 5000 series acquisition processes.

  • Stakeholder Coordination : Serve as the primary point of contact between various Air Force departments, contractors, and external stakeholders. Maintain clear communication on program status, challenges, and requirements.

  • Program Planning & Execution : Develop detailed program plans, schedules, and budgets, and ensure the timely and efficient execution of all program phases (requirements definition, development, testing, and delivery).

  • Compliance & Risk Management : Ensure that all program activities adhere to applicable regulations, policies, and procedures. Proactively identify and mitigate program risks, including schedule slippage and cost overruns.

  • Documentation & Reporting : Prepare and review program documentation, including Acquisition Strategy, Systems Engineering Plans (SEPs), Program Protection Plans, and other required deliverables. Provide regular reports on program progress and performance to senior leadership.

  • Leadership : Provide guidance and direction to program teams, ensuring team members are properly aligned with program goals and delivering high-quality results. Foster a collaborative work environment with internal and external teams.

  • Contract Management : Oversee and monitor the execution of contracts related to the program, ensuring contractors meet all deliverables and performance expectations.

  • Support Acquisition Milestones : Assist in the preparation for milestone reviews, decision briefings, and program updates in accordance with the DoD 5000 acquisition process.

Required Qualifications :

  • Experience : Minimum of 10 years of program management experience, with at least 5 years specifically working within a Department of Defense (DoD) setting. Extensive experience managing programs under the DoD 5000 acquisition framework.

  • Security Clearance : Active Secret or higher security clearance is required.

  • Education : Bachelor’s degree in a relevant field (e.g., Engineering, Business, Management) required. Advanced degree (e.g., Master’s in Program Management or Engineering) is highly preferred.

  • DoD 5000 Series : Deep understanding and hands-on experience with DoD 5000 series acquisition processes, including milestone reviews, documentation requirements, and risk management.

  • Air Force Specific Experience : Direct experience supporting Air Force programs and familiarity with Air Force-specific processes, requirements, and stakeholders.

  • Program Management Tools : Proficiency with program management tools and software (e.g., MS Project, Primavera, Earned Value Management Systems).

  • Leadership & Communication : Strong leadership, interpersonal, and communication skills. Ability to interact effectively with senior military officials, government personnel, and contractors.

  • Problem-Solving : Ability to identify complex program issues and develop innovative solutions to ensure program success.

Preferred Qualifications :

  • PMP (Project Management Professional) certification or equivalent.

  • Experience with DoD contracting processes and familiarity with FAR/DFARS.

  • Experience managing Air Force Acquisition Category (ACAT) I or II programs.

  • Knowledge of systems engineering, testing, and integration processes.
