The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.

The Collection Division is responsible for maximizing taxpayer compliance by defining and implementing procedures for the collection of income taxes owed to the State of Louisiana. This includes examination of delinquent accounts and supporting documentation to verify failed compliance with tax laws resulting in the issuance of bills and the implementation of other collection processes.

ABOUT THIS POSITION:

The incumbent of this position is the supervisor of the Collection Division- Enforcement Section. The incumbent is responsible for supervising employees who provide timely and accurate information to the taxpaying public and tax practitioners as it relates to taxes and fees administered by the Louisiana Department of Revenue (LDR) as set forth by tax laws; rules, regulations and LDR policies. The incumbent is responsible for handling the billing inquiries, enforcement and collection of taxes due for individual income tax. The incumbent must have a vast knowledge of tax laws governing filing requirements and assessment and distraint procedures. The incumbent also must have a vast knowledge of the LDR's information computer system (DELTA), filing and payment applications, various databases (Office of Motor Vehicles, Workforce Commission, Secretary of State, Fast Data Services (FDS) and Financial Information Data Match (FIDM)). In addition, the incumbent must have a vast knowledge of the Department and Civil Service policies and procedures. The incumbent must possess excellent written and verbal communication, listening, analytical and interpersonal skills; and pays attention to details.

The Revenue Tax Officer Supervisor (AS-615) has a starting rate of: $20.37/hourly; $1629.60/biweekly.

VACANCY INFORMATION:

A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.

LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional experience in accounting, financial auditing, tax enforcement, taxpayer assistance, tax collection, tax systems work, tax auditing, tax audit review, tax law, tax accounting, management analysis, or administrative services.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree will substitute for one year of the required experience.

Possession of designation as a Certified Public Accountant or CPA Inactive will substitute for one year of the required experience.

Possession of a current license to practice law in Louisiana will substitute for two years of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.
