Holidays and Leave –State employees receive the following paid holidays each year: New Year’s Day, Martin Luther King, Jr. Day, Mardi Gras, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and Christmas Day. Additional holidays may be proclaimed by the Governor. State employees earn sick and annual leave which can be accumulated and saved for future use. Your accrual rate increases as your years of service increase.

Retirement –The Louisiana State Employees Retirement System (LASERS) is a qualified defined benefit pension and retirement plan under Section 401 (a) of the Internal Revenue Code. Minimum Qualifications

Minimum

A baccalaureate degree in business administration, accounting, economics, mathematics or finance plus two years of professional level experience in accounting, auditing, budgeting, purchasing, planning, research and/or analysis, or financial services.

Substitutions

Six years of full time work experience in any field may be substituted for the required baccalaureate degree only.

A master's degree in any field may be substituted for the two years of required work experience.

Candidates without a baccalaureate degree may combine work experience and college credit to qualify as follows:

A maximum of 90 semester hours can be combined with experience to qualify.

15 to 29 semester hours credit will substitute for one year of experience.

30 to 44 semester hours credit will substitute for two years of experience.

45 to 59 semester hours credit will substitute for three years of experience.

60 to 74 semester hours credit will substitute for four years of experience.

75 to 89 semester hours credit will substitute for five years of experience.

90 or more semester hours credit will substitute for six years of experience.

College credit earned without obtaining a baccalaureate degree can be substituted for a maximum of six years full-time work experience. Candidates with 90 or more semester hours of credit, but without a degree must also have at least two years full-time work experience to qualify.

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Association of Colleges and Secondary Schools; the New England Association of Schools and Colleges, Incorporated; the North Central Association of Colleges and Secondary Schools; the Northwest Association of Secondary and Higher Schools; the Southern Association of Colleges and Secondary Schools; the Western Association of Schools and Colleges.

Additional Information

Preference may be given to applicants with a baccalaureate degree in business administration, accounting, economics, mathematics or finance. Preference may be given to applicants with experience with the state’s finance accounting systems AFS-ISIS and/or LaGov. Preference may be given to applicants that have a detailed understanding of project management, financial reporting, accounting procedures, and FEMA Public Assistance or Hazard Mitigation project accounting.

Applicant must possess outstanding verbal and written communication skills and will be required to maintain a high degree of professionalism. Applicants must have knowledge of Microsoft Office applications; effective oral/written communication skills; and effective interpersonal skills. Must be able to work 12 hour shifts and beyond for extended periods during emergencies. Must present and maintain a valid Louisiana driver’s license.

To perform analysis, monitoring, and disbursement activities in the daily administration of GOHSEP’s State Management Cost (SMC) process for disaster events.

Examples of Work

Performs budget development, reviews SMC expenditures for Federal program eligibility, and prepares and tracks SMC obligation requests.

Monitors and forecasts revenues and expenditures to identify trends and potential funding problems.

Prepares required reports which include the compilation and analysis of data regarding obligations, revenues and expenditures in comparison to budget forecasts.

Monitors and meets necessary deadlines as stipulated by applicable Federal regulations for quarterly reporting, budget and staffing plan submittals, obligation requests, etc.

Requires frequent interaction with State and Federal partners to ensure the overall success of the grant programs within the allowable funding requirements of SMC.

Reviews, amends, and recommends necessary changes to standard operating procedures regarding SMC.

Works with established processes, policies, and procedures pertaining to the FEMA and State recovery programs.

Ensures GOHSEP’s processes are documented and in compliance with all Federal and State regulations governing disaster grant programs.

Provides support to supervisor and other management on all situations as needed.
