Office of Coastal Management – Field Services Division

The Office of Coastal Management (OCM) regulates development activities and manages the resources of the Coastal Zone, especially those which have a direct and significant impact on coastal waters. The office is comprised of two closely related divisions: the Permits/Mitigation Division and the Interagency Affairs & Field Services Division. It is the function of Office of Coastal Management, through its staff, to maintain, protect, develop, and restore or enhance the invaluable coastal region of the State of Louisiana.

The Interagency Affairs & Field Services Division participates in the regulation of development activities and management of resources within the Coastal Zone. In addition to ensuring that compliance with the LCRP is reached via after-the-fact permitting and federal consistency, the division provides the Permits/Mitigation Division with field reports on Coastal Use Permits.

Employees are eligible for flexible work schedules upon hire and up to 2 days of telework after 6 months.

LOCATION AND POSITION INFORMATION:

This Coastal Resources Scientist 1, 2 or 3 position is located within the Field Services Division of the Office of Coastal Management and is domiciled in Baton Rouge, LA. The incumbent in this position performs advanced work in utilizing regulatory and/or non-regulatory measures to create, restore, enhance, protect and preserve the state’s coastal wetlands, marshes, floodplains, and other natural resources. Additional duties include, but are not limited to the following:

  • Investigates unpermitted activities which are possible violations of the LCRP, which involves possible violations for compliance with the rules and regulations and procedures of the LCRP.

  • Determines and advises violators on methods to get their activities into compliance with the LCRP.

  • Determines the amount of administrative penalties if applicable, and whether mitigation is required.

  • Investigates possible violations of CUP terms or conditions for industrial, commercial, and private interests which often involve determining the difference between the ways the work was done versus how it was permitted.

  • Evaluating and balancing complex engineering, environmental and economic issues, and making recommendation to the Coastal Resources Scientist Supervisor for the terms and conditions of final enforcement actions.

  • Prepares and advertises public notices and issues After-the-Fact Amended Coastal Use Permits in accordance with rules and procedures for issuing CUPS.

  • Assists in side inspections of industrial, commercial, and private facilities or properties and proposed construction sites.

  • Reviews and interprets technical literature and attends seminars and workshops to maintain familiarity with state-of-the-art mapping and aerial photographs techniques, computer software and coastal resources management laws, policies and strategies.

  • Other duties as assigned.

Examples of Work

Assists in making verbal presentations to higher level Coastal Resource Scientists and/or preparing written technical reports documenting field investigations, permit reviews, consistency reviews, enforcement reviews, or compliance reviews.

Assists in performing scientific searches, compiling and cataloging data, collecting field samples, analyzing data, and preparing reports and maps.

Assists with on-site scientific/technical ecosystem information gathering and analysis of data for the preparation of various position papers to be used in determining the best coastal restoration or hurricane protection projects for implementation.

Provides general information through written correspondence, arranging and preparing information for public meetings, hearings, workshops, symposiums, and etc., or by assisting in public awareness and education activities.

Conducts basic analyses of environmental data using computerized data base(s) or GIS.

Assists in the preparation of Coastal Use Permits, consistency authorizations, or enforcement actions; may draft permits for projects under close supervision.

Assists in reviews of local coastal programs and in providing pertinent information and technical assistance to the coastal parishes.

May be assigned scientific studies of very limited size and complexity, or assist in studies or programs of larger scope and complexity.

Assists in inventorying land uses, solid and hydrological and meteorological regimes, and obtaining and analyzing biological samples and data to determine which conditions may cause or be causing adverse impacts to coastal wetlands, marshes, flood plains, ecosystems, and other natural resources within these areas.

Assists in preparing technical reports, publications, and pamphlets relative to the protection, conservation and enhancement of coastal wetlands, marshes, and flood plain areas in Louisiana, and hurricane flood protection for the citizens of the state.
