Preferred Experience:
Knowledge of State of Louisiana purchasing and travel policies and procedures. Experience with LaGov ERP and SRM (eProcurement). Proficiency in Microsoft Excel and Word software applications.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Four years of experience in administrative services; OR
Six years of full-time work experience in any field plus one year of experience in administrative services; OR
A bachelor's degree plus one year of experience in administrative services; OR
An advanced degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work
The Administrative Program Specialist-B (APS-B) is an advanced level administrative position within the Office of Behavioral Health (OBH) Fiscal Operations Section in Baton Rouge, Louisiana, and is solely responsible for performing professional activities related to purchasing and procurement, travel, and related administrative functions.
The APS-B will serve as the agency’s purchasing and procurement expert and be familiar with all Louisiana Department of Health (LDH), OBH, and Division of Administration (DOA) guidelines, policies, and procedures related to purchasing and procurement. The APS-B has sole responsibility for and is the point of contact for all OBH purchasing and procurement-related matters.
The APS-B will serve as the agency’s travel expert and be familiar with all related LDH, OBH, and DOA guidelines, policies, and procedures. The APS-B has sole responsibility for and is the point of contact for all OBH travel-related matters.
Performs responsible duties related to the proper operation, coordination, and management of the
following administrative functions: purchasing and travel.
Establishes, implements, and revises (as necessary) the section's procedures and guidelines.
Coordinates section information by maintaining databases, generating reports, and ensuring
information integrity; may require presentation of information and training in workshops,
meetings, etc.
Performs certification and eligibility duties as it relates to the section.
Ensures section compliance to Federal, State, Department, and Agency rules and regulations, including Louisiana PPM49, Louisiana LaCarte purchasing card, and Controlled Bill Account (CBA)
travel card polies.
