Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of experience in administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work
Administrative Program Specialist A
This position performs and manages functions in the areas of Purchasing, Accounts Payable, Budget, Inventory and Property Control, Safety, Records Management and Administration to the Bridge and Structural Design Section, which is one of the largest Engineering Sections at LA DOTD.
This position also performs administrative functions, with the presence of professional duties, in matters related to office and project administration for Section related program projects. The incumbent must exercise initiative and independent judgement to ensure that the normal flow of work is maintained in a continuous and efficient manner.
While in official capacity, employee will comply with any applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
20%, Purchasing and Accounts Payable: Responsible for purchasing Section supplies, equipment, furniture, and software. This includes independent research of all orders, preparing and processing all documents for payment as per standard state invoices, purchase requisitions and petty cash requests. Manages, reviews, and coordinates payment of all accounts for Section Operations as per the maintenance equipment contracts (copier, microfilm, printers, and large plotters) and engineering software license renewals. Serves as the Section expert to create LA GOV Shopping Carts. Responsible for processing invoices for professional engineering fees for Consultant engineering contracts on Section projects.
15%, Section Inventory and Property Control: Responsible for the management and processing of all facets of state property management for the Section, including maintaining a detailed inventory record of all current state property and equipment. Responsible for the maintenance, management, inspection and disposal of all Section equipment and property. Provides quality assurance for the copier, printers, large plotters, and microfilm machine so they are in good working order and, if needed, provide corrective maintenance.
15%, Section Travel: Serves as the leader in coordinating and processing all in-state and out-of-state travel for all Section employees. Coordinates, plans, and reserves any travel accommodations for employees based on Department and state travel regulations. Prepares required travel authorizations for approval and completes all expense reimbursements in accordance with Department policy and the LA GOV system. Maintains employee travel authorizations on the section server and are filed properly.
15%, Records Management: Maintains list of documents and routes documents to the appropriate parties for Notice of Contract Executions (NOCEs), Final Acceptance, Milestone Date Changes, Operation Request or Feedback Forms, PRBR Funding Requests, Bridge Task Manager Requests, Design Exceptions/Design Waivers, IDIQ Contracts Tracking and Secondary Selection Forms, etc. Ensures all incoming and outgoing documents are filed properly.
10%, Section Safety Officer: Responsible for monthly Section inspection audits, monthly safety meetings, and required corrections of any Section safety issues from the audits, monitoring of employee safety training, driving and insurance records, and documentation of the employee safety training. Serves as the Section lead for fire evacuations. Generates work orders for any maintenance issues/work that is required in the Section.
10%, Budget: Manages and maintains the Bridge Design Section Budget for travel, supplies, operating services and professional service contracts which have a direct impact to the daily operations of the Section. Monitors and ensures budgetary commitments are in accordance with DOTD policy and provide recommendations regarding the Section budget. Prepares, monitors, and reports to the Section Administrator regarding expenditures by category to provide input regarding future adjustments.
10%, Administrative: Provides administrative assistance to the Section Assistant Engineer Administrators (Engineer 7) and any other staff as needed. In the absence of the Administrative Assistant 5, ensure that other administrative affairs of the Section (HR actions, Payroll etc.) are carried out and that the continuity of all Section business is maintained for the Bridge Design Engineer Administrator.
5%, Emergency Response: May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
