About this Position:

This position reports directly to the Accountant Manager 3 within the Accounts Payable Unit of the Department of Transportation and Development (DOTD). The incumbent in this position serves as the manager responsible for administering, researching, and monitoring the Department's State Liability Cards and Petty Cash Programs with expenditure authority of over $275 million and the recordation of the Department's revenue above $2 billion annually. The incumbent supervises two (2) professional and one (I) para-professional positions.

While in official capacity, DOTD employees must comply with all applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.

Examples of Work

40% Provides technical assistance in creating and monitoring policies and procedures concerning the Department's State Liability Cards and Petty Cash programs. The incumbent will conduct monthly training for new enrollees and annual training for all existing participants in the program as per State Travel Policy and Procedure #49 and the State Card Policy. Responsible for setting up and maintaining Travel Privileges in the LaGov -Travel Module. Responsible for the set-up of all cardholders in the Bank of America WORK's system and management of the functional roles, authorizations, profiles, and security auditing in Bank of America's system. The incumbent is directly responsible for overseeing the Department's 1,400 plus credit cards (250 plus T-Cards, 400 plus P-Cards, and 750 plus FUEL TRAC cards), over 4, I00 traveling employees (400 plus weekly travelers), and 13 Petty Cash Accounts. This process plays an integral part in DOTD's compliance with State regulations and is related to the administration of various programs.

20% Responsible for compiling the Schedule 16 -Cooperative Endeavors to the Department's Annual Financial Report (AFR) per Generally Accepted Accounting Principles (GAAP) and the guidelines established by the Division of Administration. The incumbent is also responsible for monitoring the Cooperative Endeavors Agreements between the Department and other States, Parishes, Cities, and Non-profit organizations that assist in improving the transportation infrastructure surrounding Ports, Riverways, and Highways. The position will gather relevant data and reports from various sources within the Department to analyze and maintain records sufficient to support a master list of all the Department's outstanding obligations. It uses independent decision-making to determine when and to what extent journal entries are needed and recommend modification when necessary to correct problems. Supervises and provides technical assistance to subordinates in preparing various AFR notes to ensure the proper compilation. This process plays an integral part in preparing the Department's AFR.

15% Prepares and/or approves Journal Vouchers for the Department. These vouchers correct General Ledger codes, Fund Centers, and Cost Center errors, ensuring that the proper means of finance is used. The incumbent prepares various forms and documentation as directed by the State Office of Uniform Payroll and processes entries in LaGov to void/reissue checks bi-weekly. They ensure that prior year funds are appropriately classified as a return of appropriation or income-not-available and not comingled with the current year's fund, thus ensuring that the Department stays within the authorized budget during the fiscal year and avoiding any audit findings. It is imperative that expenditures are properly accounted for to provide an accurate and complete Annual Financial Report.

10% Supervises and provides technical assistance and guidance for maintaining four ( 4) complex Cash Ledgers used to record all monies received by the Department. This internal control consists of assigning Cash Control Numbers to all checks received by the Department and recording them in one (I) of the four (4) Cash Ledgers based on revenue sources. Manages the verification process for the receipt of all checks to ensure that all funds are distributed for deposit into the appropriate means of finance for the Department. It is imperative that all funds received are promptly accounted for to provide an accurate and complete Annual Financial Report.

10% Supervises and provides technical assistance and guidance related to the Accounts Payable processes for 8 Districts and 56 Sections within the Department. The incumbent directs the creation, preparation, and processing of bi-weekly LaGov reports to ensure the Section meets its accounts payable goals. This includes processing the Stale Dated Check Report, the Outstanding Payable Report, and the Blocked Payment Report. These various reports keep the Department in line with the State Purchasing Policies as it applies to vendor payments on contracted items. The incumbent of this position must have a working knowledge of all of the La Gov systems used by DOTD to ensure proper reporting of financial data.

5% Confers frequently with external and internal auditors, state, federal, and local officials, vendors, Division of Administration, Office of State Travel, and DOTD Districts and Sections, providing technical assistance and information about DOTD's State Liability Card Programs. Performs other duties as assigned by higher-level fiscal staff. May be required to perform other duties as necessary, including, but not limited to, emergency/disaster support activities.
