POSITION DESCRIPTION: Audits assigned Final Estimate packages for completeness and accuracy, including multiple complex projects, and ensures conformance with contract documents and specifications and Department procedures. Receives and inventories the Final Estimate submittal packages for completeness, this includes but not limited to verification that quantities are summarized, area computer outputs and cross sections are verified and coordinate bound. Verifies that the final quantities have been correctly transferred to the final estimate forms. Determines that placement of various pay items appear reasonable when correlated with limits of other pay items in the vicinity. Verifies that the final plans reflect the revised pay items. Review compiled material certification submittals, this includes research into Materials Acceptance Certification System (MAC) for missing, incomplete or failing test results. Makes technical geometric and mathematical calculations. Prepares a Post Audit Review (PAR) report on each submittal detailing errors and omissions, if any. Prepare reports as necessary, including to update District Final Estimates Manager of PAR results. Provides written correspondence in accordance with Department procedure to the project staff in regards to the outcome of the post audit review. Performs on-site field reviews on project sites for all assigned active construction projects to assist project personnel with questions in preparing and obtaining procedurally correct records and documentation for final pay records.
Serves as the District Construction Public Records Coordinator, which includes but is not limited to the researching, redacting, gathering of our Construction records data per state laws and forwarding information to the public per the records request.
Enter reason codes for contract changes into the Contract Change Tracking System (CCTS) per department procedures.
Ensures the Quality Control/Quality Assurance of District Construction’s Computer Document Management System. Identifies and distinguishes between the Document Groups and Types that are being scanned as well as recognizing the attributes that should be assigned to specific documents per the Attribution Standards. Maintain records per records disposition standards. Ensure all project documentation has been scanned into Electronic Document Management System (EDMS). Manage records and prepare for destruction of final estimate files when statutory and procedural timeframes are met. Act as District Construction liaison with District Facilities management for records disposition.
Perform all administrative functions necessary for submittal of the Federal Highway Administration (FHWA) closeout package. Prepare and maintain Federal Highway Administration (FHWA) package submittals for contracts in Final Acceptance status. Provide liaison via telephone and in writing with the Project Administrator or their representatives pertaining to errors on documents relating to the FHWA package. Provide clarification in writing when documents are incomplete or unacceptable. Distribute to appropriate key personnel per the District Final Estimate Manager’s direction.
Serves as the liaison between District Construction Office and District's project field offices for the tracking of Contractor related Unpaid Bills. Utilizes information developed by Project Administrators, reviews monthly and progress project payments to contractors against our unpaid bill system as needed. Prepare written correspondence in accordance with Department Procedures regarding unpaid bills notification for Projects in Final Acceptance status. Enter all unpaid bills into the Department’s tracking system. Forward unpaid bills to CEI on active contracts and enter into tracking database. Update unpaid bill database as requirements dictate.
Utilize the Project Suite Enterprise Edition (PSEE) system to process contract modifications for phase 52 and 62 from Consultant Engineering Inspection (CEI) submittal through execution when the District Contract Support Specialist is on leave.
KNOWLEDGE, SKILLS AND ABILITIES: SKILLED IN THE USE OF PERSONAL COMPUTERS; ABILITY TO RESEARCH AND RESOLVE COMPUTER ISSUES; KNOWLEDGE OF FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) FINAL ESTIMATES PROCEDURES AND PRACTICES; KNOWLEDGE OF FDOT STANDARD SPECIFICATIONS FOR ROADWAY AND BRIDGE CONSTRUCTION; KNOWLEDGE OF FDOT ROADWAY AND BRIDGE CONSTRUCTION TERMINOLOGY AND PRACTICES; ABILITY TO PERFORM INDEPENDENT REVIEWS OF DOCUMENTATION FOR CONSTRUCTION PROJECTS AND FINAL ESTIMATES; ABILITY TO READ AND INTERPRET PLANS AND SPECIFICATIONS; ABILITY TO CALCULATE EARTHWORK AND SURFACE AREAS FOR ROADWAY AND BRIDGE PAY ITEMS; ABILITY TO EFFECTIVELY COMMUNICATE BOTH VERBALLY AND IN WRITING.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: FDOT Final Estimates Level I and Final Estimates Level II Construction Training Qualification Program Certified. (Must obtain within 6 months and maintain thereafter.)
OTHER JOB RELATED REQUIREMENTS: Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.
MINIMUM QUALIFICATIONS: 2 years of experience in a related field. A high school diploma or its equivalent can substitute for the required work experience.
