The University of Maryland, Baltimore (UMB) Marlene & Stewart Greenebaum Comprehensive Cancer Center (UMGCCC) is seeking a full-time Program Administrator to oversee and administer a novel, first of its kind academic-industry-public Partnership in Cancer Screening collaboration between UMGCCC and Astra Zeneca to provide lung cancer screening to all eligible citizens of the State of Maryland.The project is initially envisioned as a 5 year $8M investment to ensure a State of Maryland where every resident has equitable access to evidence-based cancer screening services and equal opportunity to contribute to the development of newer approaches for early detection and interception of cancer, and to ensure all eligible Maryland residents undergo timely and cost-effective cancer screening. Reporting to the UMGCCC Executive Director and other institutional senior leadership, the Program Administrator will be responsible for the implementation and realization of: * Establishing a unique academic-industry-public partnership designed to enhance a Maryland-wide early cancer detection program starting with lung cancer screening. * Expansion: Strengthen and expand the infrastructure for lung cancer early detection and tobacco cessation across the state. * Innovation: Conduct pilot studies to evaluate alternative and innovative approaches to improve the delivery and impact of lung cancer screening. * Equity/Access: Create a Learning Healthcare System through the integration of the Institute for Health Computing and Health Information Exchange for Maryland platforms to facilitate Health Services and Disparity Research into new administrative frameworks and innovative cost-effective models for improved cancer prevention and screening services and to remove barriers to low dose CT scans across the state. * Dissemination: Timely and systematic sharing of scalable successes and lessons to drive public policy, and guide screening efforts in other cancer types beyond lung cancer and beyond Maryland. The Program Administrator will work with UMGCCC and Astra Zeneca leadership to lead efforts and oversee the strategic direction of the Partnership ensuring alignment with organizational goals and objectives. The Program Administrator will be responsible for providing overall guidance and support to the Partnership, ensuring adherence to established SOP’s, regulatory requirements, and best practices. The Program Administrator will develop and maintain strong relationships with key stakeholders across the Partnership to facilitate collaboration and support for the Partnership, as well as interface directly with the research team and representatives external to UMGCCC. /Travel will be required of this role as the sites within the Partnership will span the State of Maryland. */ UMB offers acomprehensive benefits packagethat prioritizes wellness, work/life balance, and professional development. Oversees the accountability and stewardship of human (HR), financial (FIN), and often physical resources (FAC & SSAS) in compliance with goals and objectives. * Ensures subordinate supervisors and professionals adhere to defined internal controls. Manages systems and procedures to protect central assets. * Manage and plan clinical operations (CM) including managed care contracts. * Works closely with the Partnership members in creating strategic plan and business development strategy for the Partnership. Ensures compliance with all applicable laws and university policies. * Direct financial and administration program/center. Develop and direct the long-term planning to meet program objectives. Provide support to the senior leadership in achieving program and financial objectives for the assigned area(s). Prepare an annual budget; negotiate, coordinate and administer grants and/or contracts; approve expenditures; analyze variances; and initiate corrective actions. (FIN) * Design, maintain, and implement program or organized research center policies and/or services by establishing standards and procedures; measuring results against standards; making necessary adjustments. * Resolve problems in matters of significance requiring identification and analysis of complex variables pertaining to multiple programs or to the University. * Administer facility space allocation and layout, communication services, furniture, fixtures and equipment design, and planning of facility expansion and/or modification. Act as liaison with Facilities Management to ensure efficient and appropriate facility renovations and upgrades. (FAC) * May coordinate faculty recruitment. Develop faculty productivity standards and reporting. * Manage all aspects of the program or organized research center payroll, such as establishing appropriate checks and balances to ensure payroll and timesheet compliance and accuracy. Generate reports for the general ledger and reconciliation, and oversees the administration of payment. Work closely with central Financial Services-Payroll to ensure proper reconciliation and payroll tax compliance (FIN-PR). * Provide direction to program by assuring that proposals and awards are compliant with federal, state, agency and institutional policies. Direct and manage the authorization and transmittal of all proposals and negotiates the most complex agreements. Develop, enhance, and provide guidance to all contract and grant functions for program and staff members. * Collaborate with upper level management within program and throughout campus in order to ensure the deliverance of high-quality service. (REA) * Delegate responsibility for all routine record keeping and reporting, purchasing, and inventory. (SSA) * Direct management and support staff in the programs day-to-day operations, and provide leadership to achieve goals and vision. * Responsible for hiring and retaining staff, career coaching, professional development and accountable for the performance of employees. * Performs other duties as assigned. Education:Bachelors degree in program administration, public administration, finance, marketing, accounting, human resources, or other related field. Master's degree preferred. Experience:Six (6) years of experience in administrative and financial operations. Supervisory Experience:Three (3) years of direct supervisory or management experience. Certification/Licensure:Clinical Research Associate (CRA); Certified Public Accountant (CPA);Project Management Professional (PMP) certification preferred. Other:Annual financial disclosure required by Maryland State Law. Knowledge, Skills, and Abilities Thorough knowledge of position requirements.
