The State Highway Administration’s (SHA) Office of Administration (OOA) is currently recruiting for an Assistant Administrative Chief (Administrative Officer III) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work : This position will provide assistance/support to the Administrative Manager of Human Resources for the Office of Administration, Office of Policy and Research, Office of Equal Opportunity. This position manages all personnel transactions in an operation that consists of 100+ employees. This position requires independent judgement and actions on all matters which do not require direct attention from the Director. This position is responsible for performing a variety of administrative functions such as payroll support and parking coordination for the assigned offices. The Assistant Administrative Manager also initiates and oversees all aspects of human resources, including but not limited to, employee-employer relations, personnel transactions, retirement, health benefits, classification, recruitment, training, and workforce planning.

Qualifications

Minimum Qualifications:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three (3) years of experience in administrative staff or professional work.

Selective Qualification: One and a half (1 ½) years of experience in human resources as it relates to benefits, recruitment, classification, personnel transactions, and/or assisting employees with HR-related matters.

This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or abilities).

Notes:

  1. Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

  2. Candidates may substitute the possession of a bachelor's degree from a college or university for the required experience.

  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
