TEXAS DEPARTMENT OF TRANSPORTATION V142 Project Delivery Team Lead, Environmental Project Planner III – Environmental Affairs Division in Austin, Texas

As an Environmental Project Planner III andndash; Project Delivery Lead, you will be working with the ENV Project Delivery team members, other ENV staff, and district staff to understand the needs and offer expertise on the NEPA and state environmental processes for transportation projects throughout the state. You will also serve as a liaison between districts and ENV technical sections as needed to ensure that NEPA, Section 4(f), Section 6(f), state environmental and other applicable requirements are evaluated, analyzed, and documented appropriately. As a Lead Worker, you will serve as a resource for team members, analyzing and coordinating workflows, and working on policy and programmatic efforts with others within and outside of the department. You will report to the Section Director of Project Delivery, providing input on workflows, team member performance, and ensuring operations coverage. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties:The essential duties for this job include:Serve as a team lead and lead worker for the Project Delivery team by serving as a resource for complex questions, presenting workflow and operational updates to the supervisor/manager for training and advancing programmatic efforts, providing input for team membersandrsquo; career conversations, and approving leave requests to assure coverage.Mentors and arranges for appropriate strategic planning and performance management education for department staff related to environmental laws, rules, regulations, policies, procedures, and issues.Oversees effectiveness of environmental related projects and programs.Serves as a project leader responsible for highly complex environmental projects requiring coordination and planning.Evaluates environmental impact of transportation activities including noise, air and water quality, wetlands, hazardous material, socioeconomic, environmental justice, biological, geological, cultural or historic resources.Prepares and approves complex correspondence, reports and environmental assessments/impact statements/programmatic assessments.Consults and coordinates with representatives of regulatory agencies, special interest groups, the public and Department personnel.Keeps abreast of current environmental developments to include laws, regulations, policies and procedures.Prepares, writes and makes environmental-related presentations.Represents the Department at state and national forums.Represents the Department regarding complex, technical and sensitive environmental issues.Researches, plans, develops, recommends and implements environmental policies, procedures and guidelines.Responsible for the effectiveness of environmental programs for district, division or assigned area.Reviews and recommends approval for contracts/amendments, subcontracts, procurement documents, supplements, agreements, time extensions, acceptance testing and deliverable documents, and consultant qualifications related to engineering and scientific services.Responsible for the monitoring of work performed under the scientific services contracts.Performs other job duties as assigned.
