Job/Position DescriptionResearch Specialist V Molecular: Under the supervision of the Medical Screening Quality Improvement and Testing Support Branch manager, performs highly advanced research, technical, consultative, and coordinative work. Oversees and conducts molecular genetic testing technology and quality assurance research projects for the Medical Screening Unit. Provides consultation and technical advice and training on testing methods and techniques. Develops and reviews research guidelines, policies, procedures, work plans, and timelines for achieving program goals, evaluates and prioritizes activities, and coordinates and facilitates the development of processes with stakeholders and DSHS staff. Oversees and prepares submission of grant applications and scientific publications. Maintains and improves overall customer satisfaction of Branch programs through effective communication and collaboration. Supports the creation of a laboratory-wide safety culture by serving as a liaison to the Safety Office to ensure a healthy and safe workplace. Oversees, organizes, and performs complex data and statistical analyses, and prepares reports and presentations. Formulates and monitors long-range research objectives and initiatives. Plans, implements, and oversees other research projects and activities for the Branch. Develops and maintains positive working relationships. Works under minimal direction with extensive latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.EJF1. (45%) Oversees molecular genetic testing technology and quality assurance research projects for the Medical Screening Unit. Plans, develops, and monitors research and quality improvement projects on new or updated molecular genetic testing methodologies, instrumentation, and quality parameters. Evaluates and reviews the scope and strategies of research projects. Tracks tasks ensuring milestones are completed within established timeframe, and reports progress and outcome measures to Branch manager and as requested to department management and committees. Provides consultation and technical advice and training on testing methods and techniques. Performs literature reviews and maintains knowledge of emerging technologies for identification of newborn disorders and pediatric best practice and provides updates to Branch manager as needed. Develops, evaluates, and conducts effective quality assurance procedures to review Branch programs and research projects in order to ensure the highest quality of laboratory services. Identifies areas of noncompliance, deficiencies, and quality issues with agency programs and determines solutions.EJF2. (25%) Oversees submission of grant applications and scientific publications for the Unit. Works closely with the Laboratory Grant Coordinator and laboratory staff to write and develop research proposals, including objectives, methodologies, evaluation plans, timelines, and budget estimates. Ensures that submissions of grant applications are completed in a timely manner. For awarded grants, develops timelines for deliverables defined in grants, oversees grant deliverable compliance, maintains cost accounting records, and reports grant activities.
