INTERNAL POSTING FOR OAG EMPLOYEES ONLYGENERAL DESCRIPTIONUnder the supervision of the Deputy Division Chief - Field Legal Practice performs all necessary legal work for the Office of Attorney General (OAG), Child Support Division (CSD), and Legal Services Division. Work involves research, trial litigation and consultation, subpoena review and response, motion drafting, and oral argument before state and federal courts; drafts memorandum for division leadership, performs complex legal research, and provides legal advice and counsel on pending legal issues.The OAG is a dynamic state agency with over 4,000 employees throughout the State of Texas. OAG employees enjoy excellent benefits (https://ers.texas.gov/Benefits-at-a-Glance) along with tremendous opportunities to do important work at a large, dynamic state agency making a positive difference in the lives of Texans.ESSENTIAL POSITION FUNCTIONSRepresents the State of Texas in litigation for the Child Support Division (CSD)Provides legal advice, counsel, and assistance to CSD management and legal teams on family law matters and issues related to child support litigationPrepares and responds to discovery requests and pleadingsServes as CSD, Legal Services liaison for litigation involving CSD referred and assigned to AL divisions and AAGsProvides oversight and resolution of all subpoenas issued to CSD and responds to law enforcement investigation or attorney requests involving CSD case file informationResearches and analyzes routine to highly complex factual and legal issues and prepares trial briefs and memoranda on routine to complex cases and issues; and assists field office staff in litigating complex cases in courtMaintains tracking and provides routine updates on all assigned cases and legal issues assigned to the divisionWorks on special projects and participates in various workgroups / conference / meetings as assigned by the DeputyDivision Chief - Field Legal Practice, including developing and delivering presentations on IV-D legal or practice issuesDevelops and delivers continuing legal education for CSD legal teams as neededAssists the Deputy Division Chief Field Legal Practice with monitoring of statewide administrative license suspension cases and represents CSD in administrative hearings as neededProvides other assistance to statewide field legal teams as neededDevelops and delivers legal training and presentations to CSD staff on assigned legal topicsReviews legislation and provides analysis to CSD managementPerforms related work as assignedMaintains relevant knowledge necessary to perform essential job functionsAttends work regularly in compliance with agreed-upon work scheduleEnsures security and confidentiality of sensitive and/or protected informationComplies with all agency policies and procedures, including those pertaining to ethics and integrity Qualifications: MINIMUM QUALIFICATIONSEducation: Graduation from high school or equivalentEducation: Bachelor's degree from an accredited college or universityEducation: Graduation from an accredited law school with a Juris Doctor (J.D.) degreeLicensed as an attorney in the State of TexasMember in good standing with the State Bar of TexasExperience: Four years of full-time experience as a licensed attorneyKnowledge of family law, the Texas Family Code, and the Texas Rules of Civil ProcedureKnowledge of state and federal laws and regulations governing confidentiality of Title IV-D recordsSkill in legal research, drafting legal documents, crafting sound, persuasive legal arguments, and preparing lega memoranda and briefsSkill in legal advocacy, legal writing, and negotiationSkill in serving as a trial lawyer, preparing sound opinions, conducting investigations, and performing legal researchSkill in using a personal computer for word processing and data entry/retrievalSkill in handling multiple tasks, prioritizing, and meeting deadlinesSkill in effective oral and written communicationSkill in exercising sound judgment and effective decision makingAbility to receive and respond positively to constructive feedbackAbility to work cooperatively with others in a professional office environmentAbility to provide excellent customer serviceAbility to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)Ability to arrange for personal transportation for business-related travelAbility to work more than 40 hours as needed and in compliance with the FLSAAbility to lift and relocate 30 lbs.Ability to travel (including overnight travel) up to 15% PREFERRED QUALIFICATIONSExperience: Family law litigation experienceExperience: Criminal procedure and negotiation with state and federal law enforcement agenciesExperience: Lead counsel, assistant counsel, or staff attorney in criminal or civil litigationExperience: Responding to discoveryExperience: Defending state agencies in civil litigationExperience: Responding to and resolving atypical litigationExperience: Texas Child Support Program or other Title IV-D program experienceExperience: Law Review and/or judicial clerkshipExperience: Independent case management and high-volume legal practiceSkills: Interpersonal Communication TO APPLY To apply for a job with the OAG, electronic applications can be submitted through CAPPS Recruit.
