Job Summary
Raytheon is seeking an experience professional with a strong and proven successful background in Operations and Supply Chain (OSC) to fill a critical Proposal Lead role supporting Naval Air Missile (NAM) programs
In this role the candidate will leverage Operations, Supply Chain, technical knowledge and process capability expertise to support the OSC team’s proposal and negotiation needs. This individual will work closely with Program Operations and Material Program Managers to drive proposal strategy and deployment. The candidate will be accountable to create and execute proposal strategies on time in support of the customer’s needs for the NAM OSC Team.
The candidate should be able to work with minimal direction, exercises some latitude in determining approach to managing multiple proposals of moderate to significant value and complexity at once. The role will require the individual to undertake proactive proposal management and support OSC bidding activities. The individual should be able to interface internally and externally at various levels of the organization.
The ideal candidate will possess the demonstrated skills and experience necessary to provide Operations and Supply Chain leadership to proposal efforts. Travel domestically and move between buildings and local facilities.
What You Will Do:
Act as the OSC point of contact for proposal development and approval, assuring proposed costs or challenges are understood by Operations leadership and factories
Serve as the liaison between OSC, Program Management and the end customer for bids and proposals with minimal oversight from management
Lead, collaborate and influence driving results within the OSC and estimating communities
Proactively lead and execute to strategic plans for upcoming Request for Proposals (RFPs) and Rough Order of Magnitudes (ROMs)
Support capture team efforts including proposal development, oral presentations, and financial planning
Leverage innovative approaches to secure maximum business advantage while maintaining integrity and alignment to FAR requirements
Ensure proposal alignment with the financial objectives of NAM programs (proposal priorities, booking priorities, pricing strategies, etc)
Coordinate the preparation of proposals and work statement specifications for all phases of programs from inception through delivery and post-delivery support
Provide proposal artifacts like ground rules and assumptions and risks and opportunities
Analyze supplier quotes/proposals, utilizes source selection techniques (best value, total cost of ownership, etc.), performs cost/price analyses, establishes negotiation objectives/strategies and supports negotiations
Work with Contracts and Legal to create Prime Contract Flowthrough Briefing documentation to be incorporated into subcontractor’s subcontracts Terms and Conditions.
Perform after action reviews to validate proposal strategy and methodology is sound
Willingness to Travel Domestically/Internationally, as required
Qualifications You Must Have:
Typically requires: A University Degree or equivalent experience and minimum 12 years prior relevant experience, or An Advanced Degree in a related field and minimum 10 years experience
Experience with proposals, Basis of Estimates (BOEs), and/or negotiations
Experience working on a range of different contracting types, such as; Development, Production, Time & Material, Cost-Plus, and/or Fixed & Firm Price.
The ability to obtain and maintain a U.S. government issued security clearance is required.
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
Self-starter, capable of achieving organizational and program objectives, and able to interface with all levels of internal management as well as customer leadership
Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals
Sound understanding of the proposal development process
A good understanding of risk and opportunity impact and management
Excellent verbal and written communication skills at all levels
Budget and scheduling experience within Operations and Supply Chain
Ability to succeed in the high stress, fast paced environment
Excellent time management skills and the ability to assign the appropriate priorities to the many tasks that will be required
Experience using the Standard Bidding Tool
Experience mentoring and coaching other professionals in proposal development
Experience in various estimating disciplines to include material, operations and/or product line estimating roles
Experience working with suppliers and Cost and Pricing Data, CAPA analysis, Sole Source Justifications, Commercial Item Determination

This position requires a security clearance. DCSA Consolidated Adjudication Services (DCSA CAS) , an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
