Work involves coordinating the gathering, development, and documentation of user requirements; the review, assessment, and development of business processes; the creation and validation of user acceptance testing; the performance of post-implementation support of systems; and support of the systems development life cycle. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Facilitate the service request life cycle through customer-related service request responses, business requirements coordination, technical specifications and related artifacts review, and monitors system integration and user acceptance testing prior to implementation. 2. Coordinate and/or analyze user requirements, procedures, and problems to automate or improve existing systems; and coordinate and/or analyze computer system capabilities, workflow, and scheduling limitations. 3. Identify opportunities for improving business processes through automation and assist in the preparation of proposals to develop new systems. 4. Identify potential project risks and difficulties, and design strategies to mitigate or avoid them. 5. Review complex project deliverables such as project charters, design documentation, test plans, risk assessment plans, and provides comments and suggestions to document. 6. Coordinate with outside vendors and contractors to complete projects and service requests; and defines, assigns, and evaluates their work. 7. Develop the design and/or review of test cases; processes change requests; and manages a projects scope, acceptance, installation, and deployment. 8. Provide complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives. 9. Serve as a liaison to project stakeholders, providing direction and support to ensure favorable outcomes. 10. Develop training curriculum and conduct formal training sessions for assigned projects. 11. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 12. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education Graduation from a standard senior high-school or equivalent is required. Graduation from an accredited four-year college or university with a Bachelors degree in Project Management, Business Management, IT or Criminal Justice is preferred. Experience Minimum of three (3) years experience in IT-related business analysis or project management functions involving ultiple, team-based projects utilizing matrixed resources and including all stages of software development lifecycles; with strong documentation and technical writing is required. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. Licensure and/or Certification If driving is required, must possess a valid driver license from state of residence. Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Technology Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint, CJIS, JIRA) and be able to learn new software/systems.
