Job/Position Description* This position can telework up to 4 days per week from any location in Texas consistent with HHS telework policies. *Under the direction of the IT Business Operations, this IT Director of Budget and Forecasting position performs advanced (senior level) managerial work providing direction and guidance in operations and planning of budget analysis and cost allocation work. Work involves establishing the plan, goals and objectives; developing policies, procedures, and guidelines; and establishing priorities, standards, and measurement tools for staff on each of the teams. Selected candidate will play a key role in administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports, making presentations, and responding to inquiries; interpreting and operationalizing policies and procedures in response to legislative direction; recommending and implementing appropriate action to resolve financial and regulatory problems; and ensuring accurate financial data is gathered, incorporated and reported. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.Oversees the development of DSHS and HHSC IT budgets and monitors total funds and federal and state funding sources across projects and organizational entities through timekeeping and accounting systems to provide accurate, timely information for decision making and to ensure expenses are charged and cost allocated to the appropriate state and federal funding streams for HHS IT. (25%)Works with internal and external stakeholders to find ways to consolidate expenditures for efficiencies and cost savings across the HHS system. Analyzes data to make recommendations to management, such as cost of various operations and applications. Oversees the production of a variety of routine and ad hoc reports as needed for IT management and executive leadership. (25%)Oversees the reallocation of funds within IT budgets based on management decisions, IT business needs, and maximizing federal funding sources. Ensure funds are in the correct accounts prior to requisitions being entered by working with Central Budget. Assists with cost analyses of procurement options and with securing the appropriate state and federal funding for needed procurements across the HHS system. Plans, creates, implements, and monitors IT operational policies, procedures and guidelines to ensure consistency and compliance with relevant policies and procedures as well as legislative mandates. (20%)Provides direction, guidance and priority setting for team members in alignment with executive leadership strategic and tactical roadmaps. Establishes service level agreements for key services provided by the team. Defines and implements key process indicators (KPI's) to measure the effectiveness of team processes, systems, and service levels. Benchmarks best practices for capabilities and processes both internally and with other agencies/entities. Works with internal and external stakeholders to ensure IT contracts are managed appropriately. Plans, directs, and oversees the daily tasks and activities of staff. Ensures staff have defined training and development plans. Provides employee guidance and mentoring.
