GENERAL DESCRIPTION Join the Texas Broadband Development Office team as a Broadband Development Data Analyst! This role involves gathering, analyzing, and interpreting data to drive initiatives aimed at expanding broadband access and addressing the digital divide. Responsibilities include implementing data collection strategies with state, local, and industry stakeholders, collaborating closely with cross-functional teams and contractors to ensure alignment with organizational goals, and identifying program statistics and trends while resolving operational challenges. The position also entails preparing comprehensive administrative reports and conducting specialized research projects. Additionally, the role may involve developing program policies, procedures, standards, and manuals in accordance with program objectives. Activities may encompass supporting various office functions such as grant administration, policy development, and mapping initiatives. An ideal candidate would be someone who enjoys working collaboratively on important issues and can effectively manage multiple tasks and deadlines. Qualifications: MINIMUM QUALIFICATIONS Graduation from an accredited college or university with a bachelors degree. Three (3) years of Data Analysis, Telecommunications, Technology, or a similar position. One year experience in GIS data analysis. Proficiency in data analysis and visualization tools such as Excel, PowerBI and ArcGIS. PREFERRED QUALIFICATIONS Graduate degree in Data Science Geographic Information Systems, Computer Science, Social Work, Communication, Business, Marketing, or related field. Liaising with stakeholders to determine needs, concerns, and viewpoints to develop project goals. Developing educationa and training instructions related to broadband expansion. Working in either the telecommunications industry or any organization involved with broadband deployment. Researching within the technology policy field, with a focus on telecommunications. Writing academic or policy documents. Federal, state, and local strategic planning services for broadband expansion. Strong interpersonal, writing, and verbal skills, including public speaking. Grant writing. Grant management methodologies, specifically development, awarding and oversight. SUBSTITUTION A graduate degree in a preferred field may substitute for two years of required experience. LICENSES / CERTIFICATIONS Certified Texas Contract Manager (CTCM) certification or must be obtained within first six (6) months of employment. In this role you will Collaborates with BDOs broadband development team, grants management system team and agency contractors as well as external partners to gather and compile data related to programs that facilitate the expansion of broadband services for the purposes of closing the digital divide. Utilizes geographic information systems (GIS), Salesforce and other data visualization tools to create and/or analyze accurate and up-to-date maps depicting broadband and digital opportunity availability to identify service gaps and underrepresented communities. Coordinates project/plan activities with other state and federal agencies, governmental jurisdictions, community anchor institutions, subrecipients or private sector partners and contractors. Cultivate and maintain relationships with external partners and networks in the digital inclusion field. Manage contracts and grant agreements related to the broadband development program. Leads outreach and data requisition efforts of prospective community and industry partners on behalf of the BDO. Organizes and administers materials necessary for data requests related to mapping for the broadband development program. Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements. Provides input and prepares reports, databases, maps and other visuals to team and management, as well as external stakeholders. Develops methods and strategies for assessing program performance and adjusts the program as needed based on results and data analyses. Drafts and reviews legislation, as requested by management. Drafts fiscal notes and determines administrative costs for pending legislation, as requested by management. Monitors legislative hearings of interest as appropriate. Maximize Your Earnings!
