TEXAS WORKFORCE COMMISSION Auditor (Remote) in Austin, Texas

This position is remote.You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

WHO YOU ARE:

The ideal candidate will be able to plan for and execute detailed on-site compliance reviews of programs and grantees to determine the degree of adherence to applicable federal and state laws, rules, regulations and policies. The ideal candidate must have a secure, dedicated workspace with Internet service, ability to maintain a reliable consistent work schedule and be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours and be able to travel within Texas 25% of the time with some overnight travel.

WHAT YOU WILL DO:

The Auditor I-III performs routine (journey-level) to highly complex (senior-level) auditing work. Work involves examining, investigating, and reviewing records, reports, financial statements and management practices to ensure legal compliance with state statutes and internal regulations; and conducting audits for program economy, efficiency and effectiveness. May supervise the work of others. Works under moderate to limited supervision, with limited to considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:

  • Reviews and interprets federal and state regulations applicable to programs and/or grants as assigned, and Texas Administrative Code requirements
  • Performs on-site and desk reviews of assigned contractors to ascertain compliance with federal or state program requirements
  • Performs monitoring reviews and evaluates fiscal management systems and/or programmatic performance for compliance
  • Reviews case documentation to ensure program eligibility and service delivery are in compliance with federal, state and/or local requirements, and/or Examines accounting records to verify the allowability and reasonableness of program expenses under all applicable conditions of the grants
  • Performs a review of contractor procurement, vendor contract, client and applicable files to verify the accuracy and conformance of program rules and regulations.
  • Prepares timely, accurate and complete work papers and identifies findings of non-compliance and makes recommendations for improvement
  • Performs procedures to verify conformance of contractor internal controls
  • Assists with or analyzes program and/or fiscal data to assess existing or potential areas of risk which would prevent customers from receiving workforce services
  • Researches legal, technical or policy issues as needed
  • Prepares other correspondence, as necessary.
  • May be called to serve as a witness and provide testimony in administrative and/or judicial proceedings
  • Performs other duties and tasks as assigned

YOU QUALIFY WITH:

  • Auditor I: Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, economics, or a related field.

  • Auditor II: Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, economics, or a related field, plus two years of full-time experience.

  • Auditor III: Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, economics, or a related field, plus three years of full-time experience.

  • Qualifying experience for all levels: accounting, program financial performance, IT auditing, anagement information systems analysis, business process analysis, contract monitoring -or -positions which provided extensive knowledge of agency budgetary controls, or administrative procedures and related state and federal regulatory laws.

  • Education and experience may substitute for one another.

  • A license to practice as a Certified Public Accountant (CPA) in Texas, a certificate to practice as a Certified Internal Auditor (CIA) or as a Certified Information Systems Auditor (CISA) will satisfy the minimum requirements.

-Knowledge of fiscal and/or program operations; -Proficiency in Microsoft Word and Excel; - Knowledge of Uniform Grant Guidance (UGG); - Skill in composing clear and concise audit procedures, work papers, findings and recommendations; - Ability to train others and to lead a monitoring team; - Ability to gather and analyze accurate and relevant audit information, and to communicate audit findings and recommendations effectively; - Ability to process and assimilate large amounts of reading materials; to perform numerical analyses; to interpret statues and instructions; to evaluate accounting and/or management operations systems for accuracy and legal conformance; and, to accurately complete and assemble audit working papers into a final report format.
