The Mission Exploitation (MEX) Operating Unit Program Operations Manager 3 position will be located in Aurora, CO and will report to the Operating Unit Director (OUD) serving as a key member of the OU's Leadership team. MEX provides portfolio oversight and growth for multiple programs developing and sustaining mission management, control, data processing and related services for national customers. MEX is headquartered in Aurora, Colorado and has a substantial presence in Fairfaix, VA, and Baltimore, MD. MEX tiers into the Integrated National Systems Business Unit within the Payload and Ground Systems Division of Northrop Grumman's Space Sector.

The Program Operations Manager is a key contributor to the development and execution of organizational strategies, policies, and practices to increase execution efficiency and employee engagement across the OU. The successful candidate will be able to balance management of many day-to-day OU operational rhythm tasks while also identifying opportunities to improve, streamline, and grow. This candidate will work closely with the OUD and other stakeholders across the enterprise to ensure the OU's vision and objectives are clearly defined and executed.

This position is full time, onsite in Aurora and cannot support remote or hybrid work.

  • Ability to drive clarity and accountability in team operations while also establishing positive and genuine relationships with the team

  • Solid understanding of program execution drivers and roles of supporting business functions

  • Skills to support strategic planning and business execution

  • Willingness to tactfully expose or express opposing points of view, speak honestly, hold confidences, and provide feedback to MEX OU Director

  • Ability to analyze situations from several points of view and be persuasive with data-driven details and facts

  • Ability to work in a self-directed and independent fashion - a proactive attitude to identify what needs to be done rather than waiting to be told what to do

Duties and Responsibilities:

  • Support the MEX OUD in providing programmatic and organizational leadership to all levels of the organization

  • Improve operational efficiency of systems, processes, and policies in support of the organization's mission across all areas of the MEX OU organization

  • Lead regular meetings with team to discuss issues, concerns and resolution and lead efforts to improve employee engagement across the OU

  • Drive cadences across the OU for key deliverables including employee communications, weekly status reports, and a variety of other team responsibilities

  • Manage and monitor deliverables of the various functional organizations supporting the Operating Unit

  • Closely coordinate with Mission Assurance, Global Supply Chain, Business Management, Security, Information Technology and Facilities to ensure efficient support of OU operations

  • Lead MEX OU Staffing and training efforts in collaboration with program managers and all functional organizations

  • Work closely with the BU Ops Manager and OU Business Manager to support capital, indirect, NCTA, and other financial planning as well as manage inputs for the Internet Program Reporting System (IPRS).

  • Lead the OU's capital process to ensure needs are properly identified, prioritized, and projects are effectively managed to closure

  • Serve as the primary delegate for the MEX OU Director as needed for OU and INS level meetings

  • Architect and ensure MEX OU SharePoint, and other shared resources are maintained across multiple classification systems

  • Collaborate with peer Operations Managers across the INS BU to affect positive change and provide BU-level support

  • Plan and execute strategic leadership offsite meetings for the team

  • Facilitate OU decision-making in a timely manner to support execution and capture timelines; resolve urgent issues affecting the business rhythm of the OU

  • Support preparations for and/or lead internal and external program reviews as assigned throughout the organization

  • Work in compliance with company policies and procedures

  • Serve as the Business Resumption Plan (BRP) Facilitator and Crisis Management Team (CMT) representative for the OU

Basic Qualifications:

  • Bachelor's + 8 years of experience; Master's + 6 years of experience; PhD + 3 years of experience. 12 years of experience may be considered in lieu of degree.

  • Knowledge and experience in organizational effectiveness and operations implementing best practices

  • Ability to effectively work across multiple organizations to form teams, gain internal support, and achieve business objectives

  • Excellent interpersonal skills, a collaborative management style, and an inherent drive to deliver on commitments

  • Previous experience in program or large project management

  • Leadership experience building effective and engaged multi-discipline teams

  • Excellent verbal and written communications skills

  • Familiarity and willingness to work in a secure environment

  • Current Top Secret SCI Security Clearance

Preferred Qualifications:

  • Cross-sector and/or divisional program experience

  • Excellent conflict management and negotiation skills

  • Familiarity with INS and MEX OU business portfolio and stakeholders

  • Understanding of business development and capture strategies.

  • Ability to excel when operating in a fast pace, diverse environment

Salary Range: $172,500 - $258,700

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
