Noblis Program Analyst in Atlantic City Int. Airport, New Jersey
Responsibilities
The Program Analyst will be responsible for program, business and test management along with a wide range of communications, technical writing, stakeholder management and outreach, and program specific activities. As part of a multi-disciplinary team, you will directly engage with FAA program leads, technical professionals, and senior managers to implement strategic telecommunication projects. You will also organize and document key meetings, draft and deliver strategic communications, develop briefings and graphics, and provide collateral material to promote awareness, participation and adoption by stakeholders in the agency. You will work directly with FAA leadership to promote prominent technical exchange forums and develop strategies to strengthen stakeholder engagement. Superb social and interpersonal skills are required to effectively coordinate with a team of professionals who are both technical and non-technical and to ensure the team maintains a positive and collaborative relationship with external stakeholders. Attention to detail, responsiveness, and consistently high-quality work products are a must. Creativity, innovative thought and knowledge of digital media platforms are also highly desirable.
Activities and responsibilities associated with this position include but not limited to:
Coordinate telecommunications operational test activities with FAA Program Management offices
Telecommunications test tracking and workflow reporting
Develop and recommend potential related risks or issues
Track monitor and report all test related funding
Equipment and construction order management. This include organizing and processing customer requests, obtaining competing quotes, working with the Business Office for financial approval and provisioning request development, and tracking from order to delivery
Internal FAA and external stakeholder procurement package coordination
Develop justifications for laboratory equipment that is used to perform operational assessments
Participate in operational test and sub-test procedures
Schedule and support dry run testing
Schedule and support Operational Test activities with NAS system owners (Testing includes TDM to IP, communications, navigation, surveillance and automation)
Development testing leadership and activity coordination
Monitor and control schedules, deliverables, and milestones
Analyze and distribute program requirements documents
Manage development of logistics, agenda, schedule, attendee lists and briefings for leadership and technical stakeholder meetings
Develop, update, maintain, publish and disseminate meeting artifacts, including meeting minutes and action items in a timely fashion
Promote cross-team collaboration via development and sustainment of complex Knowledge Services Network (SharePoint) sites for use by functional teams (test, engineering, contracts, operations} and external vendors
Provide technical writing, executive communication, and stakeholder outreach consultation and assistance to FAA leadership
Collect, organize, and analyze information required for management reports; briefings; studies; and analysis using general program/project management processes/principles
Provide programmatic and technical support to complete ad-hoc tasks as directed
You will work directly with FAA leadership in a dynamic and fast-paced environment. Superb project management and interpersonal skills are required to effectively coordinate with a team of professionals across organizations and professional disciplines.
Required Qualifications
Bachelor's Degree in Management, Communications, Marketing or related field or equivalent combination of education, technical training, or work/military experience and 12-15 years of related experience
20 years of experinece and a high school degree can be a substitute to a Bachelors.
Knowledge in FAA procurement, planning, and construction build-out of telecommunications test beds and data centers
Demonstrated experience planning, organizing and managing key meetings, writing and editing technical documents, and developing high-quality and visually compelling collateral materials
Strong grasp of language, and ability to adapt writing style to different audiences
Excellent verbal and written communication skills; must be able to communicate effectively with all levels of management
U.S. Citizen or Green Card Permanent Resident who hasresidedin the U.S. for 3+ years

Strict attention to detail and ability to review and edit a wide variety of documents for compliance, clarity, and proper use of terminology
Ability to work independently and collaboratively
Proactive, solution-oriented
Exceptional time management skills; willingness to work extended hours to complete tasks when needed
Demonstrated leadership, influence, and collaboration skills
Advanced proficiency in use of office productivity platforms
FAA experience preferred

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $112,700.00 - USD $176,150.00 /Yr.
