The Colorado Department of Military and Veterans Affairs (DMVA) has four major operational divisions: Army National Guard, Air National Guard, Civil Air Patrol, and Veterans Affairs. These divisions utilize state and federal resources to provide our communities, State, and nation with a ready military force for national defense and State emergency response as well as providing assistance to our Colorado Veterans.

Description of Job

This position is a part of our Army National Guard, G-9 Installations and Environment, responsible for the Real Property Development Plan, Installations, and Environment to provide real property, facilities engineering, construction, utility, and environmental management. This position is in the Planning and Programming branch and interacts with six branches and performs the planning functions for Military Construction National Guard projects and Operations and Maintenance National Guard funded Sustainment, Restoration and Modernization projects. Specific duties include, but are not limited to:

  • be the departments subject matter expert on facility requirements and authorizations per Army National Guard policies, regulations, and guidance;

  • be willing to learn and communicate to the department, changes in facility requirements and authorizations;

  • understand the end user requirements to arrive at planned and programmed facility solutions;

  • be an advocate for end users at the national and state level;

  • liaison with other department of defense organizations and other federal/state government entities to enable facility solutions;

  • researching, developing, integrating, investigating, maintaining, manipulating, leveraging, analyzing, improving, and reviewing documents and databases;

  • maintaining and planning documenting/database production schedules and sequence of operations to ensure timelines and goals of schedules and deadlines are achieved;

  • meeting changes in workload based on peak loads, manpower availability, and processing requirements;

  • coordinating and leading customers, units, directorates, and agencies through the planning process, assigning work accomplishments, priorities, and procedures;

  • identifying requirements and alternatives for resolving real property deficiencies and excesses to ensure continued mission performance;

  • identifying facility quantity shortfalls, excesses, and quality deficits to develop alternatives to support current and future missions and developing alternative uses for underutilized facilities in a new and innovative manner;

  • establishing frameworks for prioritizing projects and managing limited resources by comparing existing real property assets to requirements using the Tabulation of Existing Required Facilities and prioritizing requirements for quantity and quality facility asset improvements;

  • identifying activities and actions that may have environmental impacts;

  • providing the technical review and editing of project documentation and site approval requests;

  • leading programming charettes and verifying the appropriate project justification, engineering estimates, economic analyses, and associated documents;

  • preparing and managing program/project from conception, justification, briefings, to final approval;

  • reviewing project engineering design plans and specifications for conformance;

  • researching the Force Management System to gain accurate account of soldiers and equipment for programming authorizations;

  • developing short- and long-range plans to structure and prioritize projects to support current and projected force structure;

  • providing planning and development of longer-term real property acquisition, development, and construction for short-, mid-, and long-term planning of facility resources;

  • initiating contracted master plans, estimates, studies, and confers wit design/utilities personnel and other architecture and engineering firms to determine status of State utilities systems and land use to ensure future development;

  • ensuring that projects have been coordinated with the NEPA, historical, and environmental personnel; and

  • serving as Project Officer for assignments outside of the master planning area such as real estate action point of contact, lease/license action officer, training area and lands advocate, environmental issues, force protection projects, energy conservation, fire protection, space management, and other as assigned;

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Requirements

Eight (8) years of relevant experience in master planning, professional facility or community planning, government construction project programming, project management, real property, GIS, architectural design, construction documents and building construction methods and details, architectural and engineering disciplines. A broad range of engineering techniques to plan, program, and estimate individual projects.

OR

Education and Experience:

Bachelor's degree from an accredited college or university with major study in planning, economics, geography, resources management, natural resources planning, environmental science, environmental law, community development, urban planning, architecture or a related field. Each additional year of approved formal education in an appropriate degree field may be substituted for one year of required experience AND four year's professional or paraprofessional experience in urban planning, municipal planning, community and economic development, environmental design, architecture, engineering, construction management, or related field with responsibility for program implementation.

OR

Military Experience:

Eight years of relevant military experience in a branch of the DOD working at the battalion level or above in operations, planning, engineering, project management or similar field that required using a broad range of planning and operations techniques to plan, program, and estimate individual projects.
