Summary

The Michigan Data Collaborative (MDC) Intermediate/Senior Business Systems Analyst (BSA) has responsibility to gather and document business and technical requirements; act as a subject matter expert (SME); perform intricate data analysis and testing using SQL queries to validate data warehouse data and ETL processes; communicate with end-users; and partner to deliver on projects in support of client and departmental strategic objectives. This role also provides general end-user support. The Business Systems Analyst performs duties designed to successfully delivery business and technical deliverables to meet defined objectives.

Key stakeholders and customers of this work include the Collaborative Quality Initiative (CQI) operations and coordinating center members and external physician organizations (POs) who leverage the visualizations and reports. The business systems analyst leads conversations and conducts assessments to identify and address emerging business and technical issues in partnership with the business owners.

This position will report to the Manager of the Project Management and Client Services team in the Michigan Data Collaborative as part of the Enterprise Data and Information Services (EDIS) Division of Health Information Technology & Services (HITS).

Responsibilities*

Analysis

  • Perform data analysis and problem solving in a complex healthcare environment using clinical and claim healthcare data from various sources. This includes data selection, manipulation, integration, troubleshooting, analysis and testing solutions using data from Michigan Medicine and other health organizations.

  • Act as a liaison for internal and external customers to deliver and integrate healthcare data to support quality improvement initiatives.

Requirements Gathering

  • Interact with customers (such as analysts, physicians, program managers, staff at physician organizations, etc.) to understand, define, and document requirements for deliverables.

  • Collaborate with technical teams to define solutions and document requirements.

  • Review, understand, and document current 'as is' processes and data sources as well as the desired state.

  • Develop requirement and technical specification documentation for data mapping, data dictionaries and data transformation processes.

  • Ensure that all required documentation is comprehensive and updated.

  • Gain detailed understanding of the overall SDLC process; explain general processes to clients and colleagues.

Development

  • Collaborate with team members to develop healthcare quality measure specifications and data visualizations or extract reports. Document measure definitions for communication with clients.

  • Assist with defining best methods to collect, store, retrieve, and analyze data while translating business and technical requirements into solutions.

  • Work with data architects to develop data model(s) which support the analytic requirements. Participate in data investigation and analysis with the goal of designing mapping logic between source systems.

  • Estimate multi-component/multi-step subprojects, including work to be done by others, and deliver quality work according to that estimate.

  • Implement solutions for complex technical and business needs.

  • Execute testing (unit, system, functional, performance, regression); can write detailed test plans and coordinate testing with others.

  • Demonstrate ability to resolve cross-application situations in enterprise environments.

Communication

  • Primary contact/liaison with vendors and other teams. Demonstrates follow-through, verifying that problems have been resolved.

  • Coordinates with various levels of staff and management in other HITS and department teams. Consistently produces authoritative communications spanning multiple topics and complexities to potentially large, diverse audiences across organizational divisions and levels.

  • Material is clearly devised and grammatically correct, using appropriate media to best effect.

  • Presentations are timely, delivered to appropriate groups, and are sensitive to the viewpoints of those involved.

  • Communications are concise and always include problem statements, next steps, owners and deliverables.

  • Track and manage commitments, both from the MDC team to business partners and from business partners to the team.

Required Qualifications*

Requirements for Senior Level

  • Bachelor's degree in Public Health, Information Sciences, Data Science, Health Sciences, Business Administration, or related field, or equivalent combination of education and experience

  • 5+ years of relevant professional experience.

Requirements for Intermediate Level

  • Bachelor's degree in Public Health, Information Sciences, Data Science, Health Sciences, Business Administration, or related field, or equivalent combination of education and experience

  • 2-3 years of relevant professional experience.

Desired Qualifications*

  • Master's degree in Public Health, Information Sciences, Data Science, Health Sciences, Business Administration, or related field.

  • Experience in requirements gathering and writing comprehensive business and technical requirements documents.

  • Experience with understanding and documenting process workflows

  • Solid and effective written, interpersonal, oral communication, and presentation skills.

  • Demonstrated understanding of data warehousing and ETL processes.

  • Ability to perform intricate data analysis and testing using SQL queries to validate data warehouse data and ETL processes.

  • Experience developing healthcare data-driven solutions, including quality improvement measurement, for population health reporting and analysis.

  • Knowledge of clinical coding standards, population management, evidence-based care reporting, healthcare costing, and utilization reporting.

  • Excellent analytic and problem-solving ability.

  • Strong organizational skills with attention to detail.

  • Ability to work effectively on a team; adjust to changing priorities; and aptitude to learn new technologies

  • Experience in the healthcare industry with provider, payor, and HIE-related organizations.

  • Familiarity with analytic tools, business intelligence tools, and statistical packages.

  • Familiarity with HIPAA and other healthcare information regulations and requirements.

  • Familiarity with ticketing help-desk software such as ServiceNow.
