Job Summary

TheCenter for Bioethics and Social Sciences in Medicine (CBSSM) (https://cbssm.med.umich.edu/) at the University of Michigan Medical School is seeking a highly qualified Business and Finance Manager to manage CBSSM finances and human resources and provide oversight for fundamental administrative operations of the Center. This position is a vital member of the core administrative team and supervisory management team at CBSSM.

CBSSM is a multidisciplinary center based within the Medical School whose mission to improve the practice of medicine by supporting a vibrant interdisciplinary community that provides clinical ethics, research ethics, and ethics education services and creates leading empirical bioethics, decision science, and health communications research. CBSSM is a ?home? for anyone within Michigan Medicine and the University of Michigan more broadly who is interested in using empirical social science methods to improve health care decisions and the ethical practice of medicine.

The optimal candidate will have exceptional analytical, organizational, and oral and written communication skills, superb attention to detail, and a proven track record of initiating and completing projects on-time or ahead of schedule. This position requires the ability to analyze, compare and evaluate various courses of action, make independent decisions free from immediate direction, and productively handle ambiguity in a complex, fast-paced research environment. The Business and Finance Manager will partner with and report directly to the CBSSM Managing Director.

Responsibilities*

Financial management and research administration (50%)

Working closely with the CBSSM Managing Director, the Business and Finance Manager will manage all aspects of CBSSM finances.

  • Manage the CBSSM annual budget and make budget and resource allocation recommendations to leadership.

  • Maintain CBSSM balance sheet and manage cash balances and spending plans by tracking balances and encumbrances against these cash balances. Develop spending plans in collaboration with CBSSM Interim Co-Directors and Managing Director to ensure CBSSM reserves fall in line with UMMS benchmarks.

  • Assist significantly with five-year CBSSM budget planning process including reviewing extensive amounts of historical data and creating forecasting models to create a five-year strategic plan for spending.

  • Compile, analyze, report, and present on the CBSSM budget, forecasts, and actual results independently.Present and obtain approval of annual budget from various key stakeholders including the unit administrators and Medical School Executive Administration.

  • Provide transparency of multi-fund revenues and expenditures to unit administrators and respond to inquiries in a timely manner.

  • Maintain relationships with CBSSM faculty investigators and departmental research administrators and negotiate, track, and implement staff effort allocation changes based on available faculty research funding to ensure that research projects are appropriately staffed.

  • Monitor CBSSM subaccounts and subcontracts (from CBSSM investigator research grants) and correspond with research administrators to ensure seamless grant budget management.

  • Gather and maintain information from CBSSM faculty investigators on pending grants that may involve CBSSM staff.

  • Create or approve personnel action requests (PARs) in the Human Resources system for numerous FTE related transactions and monitor staff effort to assist with budgeting and providing transparency of expenditures to leadership.

  • Manage CBSSM business processes, including reconciling monthly budget expense reports, approving employee timesheets and expense reports, preparing journal entries, and preparing official agreements to document and track units financial commitments.

  • Provide interpretation and application of University level and departmental level financial policies and procedures to leadership and staff of Institute as well as Institute project teams including faculty members and their staff regarding Procurement, Travel and Expense, Research Administration, etc.

  • Track and monitor faculty support and create visuals to assist the unit administrators in making decisions surrounding faculty commitments.

  • Complete annual review of internal controls, monitor CBSSM written procedures documents, and present and obtain approval from unit administrators.Identify and implement appropriate courses of action to fill gaps in internal controls.

  • Perform numerous ad-hoc financial and other administrative requests, as needed.

Human resources management (35%)

In coordination with the CBSSM Managing Director and Senior Research Staff Supervisors, this position will coordinate and implement human resources transactions for all CBSSM staff.

  • Manage HR transactions, including, but not limited to, hiring, salary and effort changes, termination, onboarding and offboarding.

  • Serve as the administrative supervisor for CBSSM students, temporary employees, predoctoral ethics and 2-3 postdoctoral research fellows (these positions are functionally supervised and mentored by CBSSM faculty investigators).

  • Ensure consistent application of organizational policies, etc.

  • Coordinate the postdoctoral research fellow annual recruitment and offboarding processes.

  • Manage CBSSM professional development requests from staff, fellows, faculty, and learners.

  • Attend monthly CBSSM supervisory management team meetings.

CBSSM administration and project management (15%)

  • Manage the CBSSM pilot research grant program, including twice annual application and selection processes, use of InfoReady Competition Space, and creation of award funding accounts.

  • Plan agendas and facilitate monthly administrative team meetings.

  • Serve on the planning committee for the annual Bishop Lecture in Bioethics and CBSSM Research Colloquium.

  • Attend bimonthly CBSSM staff meetings and participate in periodic CBSSM events, such as the Seminar Series, Bioethics Grand Rounds, Bishop Lecture in Bioethics and CBSSM Research Colloquium.

  • Other duties as assigned.

Required Qualifications*

  • Bachelor's degree and 7 - 10 years of progressive grant and contract experience or equivalent combination of education and experience.

  • 1-3 years of experience with using University of Michigan and/or Michigan Medicine financial, research reporting, and human resources systems, such as M-Reports, Business Objects, PARs.

  • 1-3 years of experience supervising staff and/or students

  • 1-3 years of experience preparing budgets and financial reports

  • Proficiency in Microsoft Excel.

Desired Qualifications*

  • Master's degree in research administration, business, management or related field

  • Experience in financial management, including communicating complex financial information to high-level leadership

  • 3-5+ years of experience supervising staff, preferably research staff and postdoctoral research fellows

  • Experience in health research administration at the University of Michigan or a major R1 university

  • Experience working in a fast-paced, team environment in academic medicine.

  • Excellent oral and written communication skills

  • Excellent attention to detail

Work Schedule

The position is based out of the North Campus Research Complex in Ann Arbor at least three days per week. Flexible, hybrid work arrangements are available.
