Job Information

Open to the general public and any current Municipal employee.

This is an executive position (no union affiliation) and serves at the pleasure of the Mayor of the Municipality of Anchorage.

DEPARTMENT: Anchorage Health Department

HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m. with some after hours and weekends.

Example of Duties

The Chief Medical Officer is the medical director for the Anchorage Health Department (AHD) providing day to day medical oversight of the clinical services, including direct patient contact and medical operations of the AHD as well as the direct supervision and management of the Clinic Program Manager and Medical Officers. Interviews and coach’s direct reports, provides timely feedback to clinic staff and assists with balancing the workload within the Clinical Services Division. Educates the AHD and partner agencies on public health outbreaks and concerns. Serves as the medical spokesperson of the AHD promoting health in the community. Advises the AHD Director, Mayor or City Assembly on all matters pertaining to the Medical Operations of the AHD, and the health of the Anchorage Community, and health issues concerning People Experiencing Homelessness (PEH) within the Anchorage Community which may impact the overall health of the Anchorage Community. Stays current with all Center for Disease Control (CDC) recommendations pertaining to Public Health, Vaccines and Medical Care of emerging Public Health Medical diseases. Plans, organizes, and directs the medical care, in public health emergency response activities, of the department in collaboration with the appropriate AHD and MOA chain of command. Operates as the Medical Sector Commander, during times of natural or man-made disasters affecting the MOA, under the Federal Incident Command System (ICS).

The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster, AHD employees may be called to engage in emergency operations responses and recovery.

Minimum Qualifications / Substitutions / Preferences

Medical degree from an accredited Medical School (international equivalent of a Doctor of Medicine (M.D.) or Doctor of Osteopathic Medicine (D.O.) degree and six (6) years of experience in rural and urban medicine, patient care, disease prevention and control, and public health advisement.

All applicants must possess and/or obtain:

  • Completion of a medical residency accredited by the Accreditation Council for Graduate Medical Education (ACGME) at time of hire.

  • A State of Alaska Physician License at time of application.

  • Valid State of Alaska Driver’s License at time of hire.

  • Satisfactory completion of a national criminal background investigation (AS 12.62.160 and AS 12.62.400).

Per Municipal Code 3.30.024.D Personal suitability qualifications commonly required by any employee occupying a position in any class, such as good character, loyalty, honesty, demeanor, industry, amenability to supervision, and willingness to cooperate with associates shall be qualifications required for each position.

If selected for hire, the appointment in this position will be conditional based upon a satisfactory background check. A background check encompasses criminal history, verifying education, and verifying dates of employment.

If selected for hire, appointment in this position will be conditional based upon the submission of a current (dated within 30 days from date requested) copy of the applicant's Alaska driver's license and a current copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaskan driver's license was first issued within one year prior to application, documenting an acceptable driving history. Military Service Interview Preference:

Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
