Background

The Local Health System Sustainability Project (LHSS) under the USAID Integrated Health Systems IDIQ helps low- and middle-income countries transition to sustainable, self-financed health systems to support access to universal health coverage. The project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services.

Continuing professional development (CPD) is an essential approach for health care providers (HCPs) to improve relevant competencies and is required for continuous quality improvement of health practices for better health services.

Jordan developed and published the Health Professional License Renewal Bylaw Number 46 in the Official Gazette in April 1 st , 2018 and issued Updated Instructions in September 2021, whereby all licensed HCPs in Jordan (approximately 170,000) to complete a required number of CPD hours every five years to renew their practice licenses; article 5 of Instructions stipulates that an HCP must submit their application for re-licensure three months minimum before the end of their license period of performance in January 2026. Purpose of this Consultancy

The purpose of this consultancy is to equip mid to senior-level professionals within the Ministry of Health with advanced digital marketing skills, ensuring they remain at the forefront of digital communication. The consultant shall provide training in areas such as data analytics, SEO, content marketing, and social media strategies through hands-on training and interactive workshops. This initiative not only seeks to enhance the practical skills of the team but also to instill a culture of continuous improvement and innovation in digital marketing efforts. The ultimate objective is to improve the Ministry's digital engagement and campaign ROI, thereby elevating its public engagement and effectiveness in promoting health initiatives.

Specific Objectives of this Consultancy

To provide the Ministry of Health's mid to senior-level professionals with comprehensive training in digital marketing, aimed at achieving several key goals. First, to master the latest digital marketing tools and platforms, applying this knowledge towards business growth. Second, to gain an in-depth understanding of critical areas such as data analytics, SEO, AI in marketing, Facebook and Instagram Meta analysics, segmentation content marketing, and social media strategies, and how these can be effectively utilized in crafting successful marketing campaigns. Third, to enhance the team's capability in measuring, analyzing, and optimizing digital marketing efforts to secure a better return on investment. Finally, the consultancy aims to instill a culture of continuous improvement and innovation within the team through regular knowledge sharing and brainstorming sessions, ensuring that the Ministry's digital marketing practices remain at the cutting edge. This shall be carried out over two workshops 3 days each.

Tasks:

1.Curriculum Design: Developing a detailed curriculum for each workshop, tailored to the intermediate and advanced digital marketing proficiency levels of the participants. This curriculum should comprehensively cover specified topics such as SEO, digital media buying, email marketing, and content strategy, structured over a defined number of days for each workshop.

2.Interactive Workshops: Facilitating two dynamic workshops that incorporate case studies, group discussions, and live project work to ensure participants gain practical experience. These workshops are designed to be interactive, engaging participants in active learning processes.

3.Comprehensive Training Materials: Creating and providing training materials, including slide decks, reading materials, toolkits, and granting access to any necessary software or platforms for the duration of the workshops, ensuring participants have all the resources they need for effective learning.

  1. Assessment and Certification: Implementing a robust assessment mechanism to evaluate participant engagement and learning outcomes. This involves administering assessments that accurately reflect the participants' understanding and application of the workshop content.

Requirements

  • A bachelor’s degree in marketing, business, or another relevant field related to performance management in the health sector. A master’s is preferable.

  • At least 7 years of experience in areas such as digital marketing strategies, performance analytics, market research, campaign development, Continuous Professional Development (CPD) in digital skills, and data analysis, preferably within public or private sector organizations with a focus on health initiatives.

  • A strong, proven background and understanding of the Jordanian health sector, with a preference for those with additional regional health sector context relevant to performance measurement and strategic planning.

  • Fluency in written and spoken Arabic and English.

  • Competency in MS Project and MS Office, SEO training, Digital advertising, AI marketing

  • The ability to solve issues collaboratively and proactively for recommended process improvement.

  • Capability to lead, facilitate discussions, and arrive at conclusions with technical committees.

The consultant will report to LHSS Communication and Advocacy Advisor.
