Summary The incumbent is in the Budget Operations and Systems Branch (BOSB), Budget Division, Office of Budget, Finance, and Award Management (BFA). BOSB develops & maintains budget/management procedures, databases, and monitoring systems for providing budget control. The primary purpose of this position is to identify, compile, and analyze data to deliver products such as reports, datasets, or database tables that respond to information requirements related to budget or other NSF business processes. Responsibilities As a Program Analyst you will perform the following duties: Serves as a subject matter expert for business and strategic planning by providing expert advisory service to senior management in carrying out reviews and assessment projects. Plans and conducts analyses of NSF operations and enterprise information needs. Advises management and NSF officials regarding the proposed development and enhancement of budget systems and related data products by working with contractors, IT Specialists, and other subject matter experts. Performs data analysis which has the potential for NSF-wide impact since the systems and information created are used by management and administrative staff on an agency-wide basis as a senior analyst. Provides subject matter and technical guidance to other BD or contractor experts and staff. Uses analyses to assist in the development and enhancement of agency information solutions. As an integral part of the BOSB Systems Team, advises agency management on developments in technology related to data analysis and reporting. Serves as an expert on data design and implementation and provides guidance and technical advice to staff as well as NSF management and leadership on data analysis. Recommends way for improving and enhancing collecting, analyzing, and reviewing data. Qualifications To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in Federal service using quantitative and qualitative analytical techniques to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities. Examples of specialized experience include evaluating the effectiveness of administrative procedures, engaging in ongoing analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to, applying various analytical techniques to data management systems to identify patterns and trends, and performing management studies.
