Indian Health Service Supervisory Human Resources Specialist (Employee Relations/Labor Relations/Employee Benefits) in Albuquerque, New Mexico

Summary This position is located within the Albuquerque Area Indian Health Service, Division of Human Resources, in Albuquerque, New Mexico and reports to the Human Resources Director. The incumbent serves as the Supervisory Human Resources Specialist in the Employee Relations, Labor Relations, and Employee Benefits disciplines. Responsibilities The incumbent of this position is responsible for directing and overseeing the Employee Relations, Labor Relations, and Employee Benefits disciplines, programs, and services which includes providing advisement and consultation with managers on human resource solutions for employee discipline, adverse actions, performance based actions, grievances, unfair labor practices (ULP's), retirement, health and life insurance, Thrift Savings Plan, employee training, worker's compensation and the Employee Assistance Program (EAP) for the Albuquerque Area Indian Health Service, Division of Human Resources. Serves as the technical expert in Employee Relations, Labor Relations, and Employee Benefits human resources management disciplines. Serves as the Program Administrator in Employee Relations, Labor Relations, and Employee Benefits programs and services. Determines goals and plans for human resources programming and services. Provides comprehensive human resource management services to management and subordinates. Provides a full range of authoritative human resources technical advisory services to managers, supervisors, and employees. Provides employee development and training for staff. Performs supervisory functions which include planning, assigning and scheduling work of subordinates. Responds to program issues impacting the agency such as complaints, grievances, etc. Develops workforce improvement plans, recommending personnel actions as necessary, and effects disciplinary measures as appropriate. Reviews and approves leave requests. Ensures equal opportunity principles are applied. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS, GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service (obtained in either the private or public sector) performing the following type of work and/or tasks: experience in managing the work of at least two of the following HR functional areas: 1) employee relations; 2) labor relations; or 3) payroll/benefits. Has experience using quality improvement tools to make decisions on work processes while managing HR work. Has experience in reviewing cases created by journeyman level employee/labor relations specialists. Has experience in negotiating, mediating, collecting factual data, and investigating claims in various HR forums. SUPERVISORY ABILITIES: This is a supervisory position and candidates, in addition to the qualification requirements described above, must have demonstrated in their work experience or training, that they possess, or have the potential to develop, the qualities of successful management, as required for the position. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. Additional Information Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is not covered by a Bargaining Unit. Government housing is not available. Recruitment or relocation incentives may be authorized. At least a 12-month service agreement will be required. This position has no promotion potential.
