National Nuclear Security Administration Supervisory Emergency Management Specialist in Albuquerque, New Mexico

Summary This position is part of the National Nuclear Security Administration (NNSA), Deputy Under Secretary for Counterterrorism and Counterproliferation (NA-80), Department of Energy (DOE). A successful candidate will serve as a Supervisory Emergency Management Specialist managing the Nuclear Emergency Support Team (NEST) Standards and Training Program (NSTP), providing technical interface, coordination, integration, and implementation of a critical and high-visibility program for DOE and NNSA. Responsibilities As a Supervisory Emergency Management Specialist, you will: Provide direct support to the Deputy Directors and Director of the Office of Nuclear Incident Response (NA-84); supervise the day-to-day management of the NEST including coordinating with multiple executive agencies, developing and reviewing operational and program plans as well as coordinating plans throughout the DOE/NNSA. Oversee NSTP programs in accordance with statutory requirements, pertinent laws and regulations; provide guidance on delivery and coordination of NSTP mission requirements; and supervise, plan, and coordinate NSTP work to ensure effective programmatic execution, oversee budget development, execution and continued analysis of NSTP funding priorities. Maintain and improve operational readiness and minimize negative impacts on personnel, environment, and DOE facilities. Plan, lead, coordinate, and execute the DOE/NNSA Nuclear Emergency Support Team's NSTP drills, exercises, evaluations, trainings, assessments; and oversee the execution of response activities. Plan, direct, execute, and manage NSTP programs, including development of procedures, policies, plans, and any other applicable requirements. Serve as the recognized technical advisor, providing expert advice on complex NSTP readiness requirements, and serve as spokesperson at regional and nationwide meetings, committees and working groups to propose, defend and/or analyze NSTP performance criteria. Serve as an on-call responder for DOE/NNSA Nuclear Emergency Support Team field response and home teams, take on-call duty as required, typically for one week each month. Train to, and maintain, all qualifications for such purposes, including deployment to national level exercises. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 or GS-14 level. Specialized experience for this position is defined as: applying knowledge of effective emergency response procedures and the specialized NEST assets applicable to nuclear or radiological incident response to ensure the development and implementation of an effective NEST response capability. Possess knowledge and skill in the application of command, control, communication, and coordination principles is required for NEST preparedness, response, and support for a nuclear weapon accident or incident or terrorist WMD event worldwide. Possess knowledge and skill in application of advanced theories, concepts, principles, and practices of Emergency Management sufficient to serve as the NSTP Program Manager. Examples of Specialized Experience: Experience leading and coordinating with operational staff of federal agencies or state representatives during an emergency management response. Experience building partnerships and coalitions with federal, state, and/or local partner communities to fully integrate response capabilities. Experience developing and applying emergency operations procedures and programs. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
