New York eHealth Collaborative (NYeC) is a not-for-profit organization working in partnership with the New York State Department of Health (NYS DOH) to improve healthcare by collaboratively leading, connecting, and integrating health information exchange across the State.

Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs. On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network connecting healthcare providers statewide, develops policies and standards that support the utilization of health technologies, assists healthcare providers in adopting and effectively using electronic health records, and ensures that the SHIN-NY provides services to support the State’s public health and Medicaid efforts.

Position Summary:

NYeC is seeking aSr. Master Data Management (MDM) Engineerto design and deliver MDM solutions to enable secure, reliable and connected healthcare across NY State. The candidate should be able to gain the confidence of key stakeholders within and outside the organization, motivate team members, set project priorities and methodologies, resolve conflicts, convey challenging messages with integrity and grace, and sometimes deliver with limited information and uncertainty. This position will be operated out of the Albany, NY or Manhattan, NY office location.

Primary Responsibilities:

  • Deliver all functional aspects of MDM implementation installation, configuration, and deployment.

  • Develop & enhance cloud (AWS) native multi-tenant MDM Setup.

  • Analyze and resolve technical and configuration issues.

  • Write complex queries and perform data profiling and analysis using tools like Excel, Python, or other similar tools.

  • Work with databases such as MS SQL, Oracle, or DB2, and proficiently write DML, DDL, Stored Procedures, and Joins.

  • Write scripts and applications in programming languages like Core Java, Python, and Shell Script.

  • Helps define the overall MDM solution, informs delivery guidelines, contributes to designs and overall compliance to defined solution.

  • Bring industry and domain best practices and methodologies in Master Data Management.

  • Supports the creation of the data model and the UI definition using IBM Infosphere Master Data Management.

  • Lead and contribute to training; testing for the impact assessment of solution functionality; performance optimization; solution reviews; validating the design and implementation of the overall infrastructure and performing the build and maintenance of the environments.

  • Participate in roadmap planning, recommending technologies and solutions.

  • Participate and drive requirements and architecture discussions with cross-functional stakeholders.

  • Assist in system analysis, design, development, and testing of patch releases and system upgrades.

  • Mentor and develop junior team members.

  • Other duties as assigned.

    Experience and Skills:

  • Bachelor’s degree in Information Security, Computer Science, Management of Information Systems, or related field required. Master’s Degree in Information Systems and Information Technology preferred.

  • 6+ years of relevant professional experience with Master Data Management.

  • Experience with large and complex data management projects.

  • Hands-on experience with IBM Infosphere Master Data Management (Standard Edition) or another MDM tool.

  • Database engineering experience with Microsoft SQL Server, Oracle DB or IBM DB2 and proficient in writing complex queries.

  • Experience in software development with Core Java, Python, Shell Script or any other programming language.

  • Should have an in-depth understanding of Data Warehousing, Data Analysis, Data Profiling, Data Cataloging, Master Data Management (MDM), Data Quality, Data Lineage, Data Dictionary, Data Mapping, Data Policy, and Data Governance.

  • Scripting in Unix or a Windows environment.

  • Experience with gathering business requirements by collaborating with business users, stakeholders, and SMEs.

  • Experience in cloud native security solutions for cloud environments such as AWS, Azure and Snowflake.

  • Comprehensive knowledge and experience in process improvement, normalization/de-normalization, data extraction, data cleansing and data manipulation

  • Excellent written and verbal communication skills, interpersonal and collaborative skills, and the ability to communicate security and risk-related concepts to technical and nontechnical audiences.

  • Development experience supporting COTS product offerings, especially IBM products.

  • Familiarity with software development methodologies like SDLC and Agile, and tools like JIRA and Confluence.

  • Familiarity with ETL tools like IBM Data Stage.

    Experience and Skills Preferred:

  • Health Information Technology (HIT) and Health Information Exchange (HIE) background.

  • Experience in DevOps, CI/CD integration, data modeling and mining, large-scale enterprise MDM implementation, HL7 messaging standard (version 2.x and CDA) & IHE profiles (PIX, PDQ, & XCPD), enterprise application development in Java, EJB, Springboot, and migrations from on-premise to cloud.

  • Compliance and Regulatory Knowledge: Familiarity with Personally Identifiable Information (PII), Protected Health Information (PHI), the Health Insurance Portability and Accountability Act (HIPAA), and Health Information Trust Alliance (HITRUST) compliance frameworks is highly valued in this role. The ideal candidate will have a strong understanding of these regulations and the implications for system architecture and software development within our sector. This includes but is not limited to:

  • Designing and implementing secure systems that protect sensitive data and ensure privacy.

  • Understanding and applying the necessary controls and procedures to maintain compliance with HIPAA and HITRUST standard.

  • Navigating the complexities of data protection regulations to support our organization's goals and compliance requirements.

    Expectations of Employees:

  • NYeC supports the healthcare sector, and we expect every employee to be vaccinated in accordance with NYeC’s policy before beginning employment with NYeC and present proof prior to their start date, unless they have requested and been granted an exemption or accommodation (based on disability/medical condition or a sincerely held religious belief).

  • Employees work a hybrid in-office schedule (at either our Manhattan, NY or Albany, NY office and then remotely). Barring specific exemptions, team members are expected to work from the office on a regular schedule determined by the COO and on other days specified by their manager (no less than 1 day per week in the office). This schedule is subject to change.

  • NYeC supports work happening across New York State. From time to time our team members must visit other parts of the state. The most common requirement is for a New York City based team member to travel to Albany and vice versa.

    We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role for an Albany, NY based candidate is $105,000 to $125,000. The annual base salary range for this role for a Manhattan, NY based candidate is $125,000 to $150,000. The salary offer will not be based on a candidate’s salary history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
