Duties Description The Research Scientist 2 position will work within the Bureau of Data Analytics, Integration, and Governance and will assist in a broad range of research, data management, analysis, and reporting activities within the Division of Data Strategy and Management. The incumbent will work under the direction of the Assistant Bureau Director for Data Integration and Governance (G-27). Specific duties may include, but are not limited to:· Support classification, documentation, and storage of Division data.· Responsible for curation of the Division's research data, from data entry to archive or disposal. · Help document, implement, and promote data governance policies and best practices within the agency. · Assist and collaborate on various projects with NYS Information Technology Services and other stakeholders.· Compile reports on data governance activities, including data quality assessments and compliance checks.· Participate in ongoing efforts to enhance data governance practices, understand agency data needs, and improve overall data quality.· Compile data and policy briefs for executive leadership on key programmatic areas.· Create presentations and reports for providers and leadership based on assigned projects and tasks.· Conduct data analyses to support agency-wide initiatives related to Medicaid utilization, public health, service quality and outcomes.· Develop data visualizations showing statistics and trends for public consumption, using software such as Tableau.· Plan, design, and execute research projects, including developing research questions, formulating hypotheses, identifying an appropriate research design and methodology, and interpreting findings.· Support analysis of Medicaid data as needed.· Collaborate with other research scientists and analytical staff on all phases of research and contribute to policy recommendations based on applied research findings.LinkedIn: https://www.linkedin.com/company/nys-office-for-people-with-developmental-disabilities/posts/?feedView=all#LI-EF1

Minimum Qualifications Bachelor's degree and three years of professional research experience in an appropriate field (Data Science, Computer Science, Public Health, Epidemiology, Statistics, Mathematics, Economics, or related field).Substitutions: Master's degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience. Preferred Qualifications: Strong analytic and data management skills, including dataset and code documentation. Knowledge of data governance frameworks, data architecture components, and data privacy laws. Experience with large relational health care datasets, including Medicaid data. Proficient in the use of SAS or SQL, Microsoft Excel, Word and Power Point. Experience with data visualization tools such as Tableau is desired. Excellent communication and organizational skills, with the ability to translate technical concepts to non-technical stakeholders. Strong problem-solving skills and the ability to work independently, as well as in a team environment.
