New York State Energy Research and Development Aut Project Manager, Integrated Energy Data Resource (IEDR) Program in Albany, New York

New York is leading the nation in the fight on global climate change and the transition to a clean energy-powered economy. The Climate Leadership and Community Protection Act (Climate Act) has created the most aggressive climate change goals in the nation and requires an ambitious agenda that blends proven catalysts with innovative approaches while operating across a broader energy arena that is rapidly evolving. New York State Energy Research & Development Authority (NYSERDA) is a driving force in realizing this agenda. NYSERDA works with stakeholders that span residents, business owners, developers, community leaders, local government officials, universities, utilities, investors, entrepreneurs, and more, to develop, invest, and foster conditions that:

  • Attract the private sector capital investment needed to expand New York’s clean energy economy.

  • Overcome barriers to using clean energy at a large-scale in New York.

  • Enable New York’s communities and residents to benefit equitably from energy efficiency and renewable energy.

Job Overview

The Integrated Energy Data Resource (IEDR) Program was created by Order of the New York Public Service Commission (PSC) in 2021 to implement a statewide data platform that securely collects, integrates, and provide useful access to a large and diverse set of energy-related information. This energy data ranges from grid performance data to utility customer meter data, to non-utility data that can help enhance the usefulness of energy data. By increasing useful access to standardized and timely energy data, the IEDR strives to support informed investment decisions, assist in the identification of operational inefficiencies, help monitor the effectiveness of clean energy programs, promote innovation and encourage new business models in the energy industry, and serve as a resource enabling New York State in achieving its Climate Act goals.

Stakeholder engagement is a crucial component of the IEDR program. The IEDR is intended to serve a diverse set of users across the energy industry, including Distributed Energy Resource (DER) developers, Energy Service Entities (ESEs), trade associations, state and local government, academia, and more. Prioritization of IEDR functionality and IEDR functional requirements are designed using inputs from stakeholders. To coordinate this work, the IEDR has established three groups: the IEDR Steering Committee (governance body comprised of Department of Public Service and NYSERDA members), the IEDR Advisory Group (body of industry stakeholders consulted to provide feedback on program design and development), and the IEDR Utility Coordination Group (body tasked with coordinating the sourcing of utility data for the platform).

The IEDR Program is seeking a creative, self-motivated individual who excels in a high-paced environment to join the LSR team. The IEDR Project Manager will fulfil an integral role in managing and supporting the work of various stakeholder working groups and establishing and overseeing stakeholder engagement and communication processes.

In this role, you will be responsible for managing a range of internal and public facing communication activities. This will include overseeing all components of the IEDR Advisory Group, both broad, directional stakeholder meetings, as well as small, targeted working group sessions to solicit feedback regarding specific use cases and features, developing and tracking program timelines and processes, and coordinating a range of program contributors to ensure stakeholder feedback is continuously collected and delivered the IEDR Development Team throughout the IEDR’s design and development.

The IEDR program is seeking a highly qualified, solutions-oriented candidate who is looking to make an impact on the future of renewable energy in New York with demonstrated experience delivering stakeholder driven software systems using project management best practices and industry knowledge. It should be noted that this role will not involve developing software or coding but does require an understanding of software development processes and the various ways in which data is generally leveraged across the energy industry to inform the transformation of stakeholder inputs to functional specifications and processes.

Primary Responsibilities

  • Support both internal and external stakeholder engagement, management, and communication, including activities through the IEDR's formal advisory group structure, regular general stakeholder engagement meetings, and ad hoc meetings and communications, to facilitate use case and feature collection, feedback, and prioritization.

  • Support the conversion of stakeholder feedback into use cases and user stories.

  • Coordinate marketing and communications work, including the development of press releases, training material, reporting, newsletters, and other public facing documentation.

  • Support contractor oversight and the creation of work plans, project schedules, program status reports, and supporting documentation.

  • Support process design, enforcement, and continuous improvements.

  • Spot, resolve, and / or escalate issues in a timely manner and assist with the upkeep of the program risk register.

  • Ability to demonstrate respect, equity and inclusive behavior and practices of a diverse workforce and community.

Minimum Qualifications

  • Bachelor’s degree required and 5 years of relevant project management experience with utility, energy, or IT projects.

  • Experience successfully coordinating a large, diverse body of stakeholders, preferably utility, community, and/or clean energy professionals and organizations, required.

  • Excellent written and oral communication skill, including the ability to build relationships and effectively communicate and influence across all organizational levels.

  • Familiarity and experience leveraging Agile best practices required. The ability to effectively produce materials Microsoft Word, Excel, Visio, Project, Tableau and PowerPoint.

  • Should be able to present technical presentations to a technical and non-technical business audience.

  • Operate with a high degree of autonomy and accountability.

Preferred Qualifications

  • Knowledge of renewable energy technologies preferred.

  • Experience working with utility data and/or data systems preferred.

  • Previous experience in state government preferred.

  • Master’s degree with 4 years of relevant experience preferred

Please submit two files, one for your cover letter and another for a resume.
