A bachelor's or higher-level degree in computer science, computer information systems, telecommunications, or management information systems.2. OR - A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience described below.5. OR - A total of two years of experience as described below.Experience must be in the following computer related areas: network, server, storage, and systems management; telecommunications; IT customer support and training; computer installation, diagnosis and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.Competitive Minimum Qualifications: You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law. Duties Description • Daily administration of Oracle Database environments including, but not limited to, monitoring the system and taking corrective action.• Ensure systems are current with, including but not limited to, all Oracle releases and patches.• Troubleshoot issues to ensure timely resolution for customers.• Implement proper database design, backups, statistics, index reorganization, etc.• Prioritize assignments to ensure deadlines are met and timelines are adhered to.• Prepare and review complex technical requirements ensuring they are comprehensively written and requirements will be fully met.• Serve on various committees related to Information Technology (IT) and user requirements.• Assist management with research and special projects.• Create and review software and procedural documentation.

Additional Comments Knowledge, Skills and Abilities: • Information Technology, Computer Science, Computer Information Systems, Telecommunications, Management Information Systems, or Computer Engineering degree. • Database Applications: Includes coursework that cover the use of popular microcomputer-based file maintenance and data manipulation procedures using database software to perform a wide variety of file maintenance and data manipulation procedures using interactive database utilities.• Database Management Systems: Includes coursework such as the introduction to the design andstructure of databases; network, hierarchical and relational models; and implementation and maintenance and security of database systems.• Oracle Database Administration.• Demonstrated experience in Relational Database/RDMS.• Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on call), and able to shift priorities with minimal guidance.Telecommuting:The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so.
