Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates for an Education Credentials Specialist (ECS) 1 position in the Office of the State Board for Architecture. Under the general direction of an Education Credentials Specialist 2, the ECS 1 will be tasked with coordinating with Board office staff, DPLS, and the Bureau of Comparative Education on:• The nuanced and complex review of licensure applications and the use of independent judgement regarding approval of education and experience requirements. These reviews involve multiple possible pathways to licensure and the judgment of corporate entity types (PC, DPC, PLLC, LLP) as to their permissibility in New York;• The review of applications for candidates requesting to take the exam concurrently with satisfaction of experience requirements independently. The ECS 1 applies independent judgement of education, experience, exam, and corporate practice requirements to each candidate’s application for taking the exam so that the candidate can proceed down the correct licensure pathway;• Acting as the office “lead” by downloading required information from national credentialing websites and cataloguing email in support of candidate applications for licensure, starting workflows as required, and independently deciding if a candidate is ready for review;• Independently providing information and assistance, both oral and written, related to the licensing, limited permits, continuing education requirements and general practice of the professions to licensure candidates, department staff, board members, professional organizations, and the public; and• Administering and helping to manage the continuing education requirements with the EPA2 for architects and landscape architects, including but not limited to, review and approval of continuing education sponsor applications, processing licensee conditional and delayed registrations, adjustment requests, and the audit of licensees’ compliance with requirements. The ECS1 must independently decide upon a continuing education course’s acceptability based upon existing law and regulation
Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position may be filled as a traineeship. The starting salaries for this position is outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary. Current Starting Salaries:• $52,198 (Trainee 1- NS equated to SG-14)• $58,247 (Trainee 2- NS equated to SG-16)• $65,001 (Full Performance level SG-18)This position leads to a maximum salary of $82,656 based on annual performance advances and traineeship advances.
